Criminal Procedure Reform in Morocco: A Key Step for Justice Development

In an exclusive statement to Fes News following his speech at the International Conference on “Procedural Laws Under Reform: Challenges of the Right to Defense and Protection of Rights,” organized by the Fez Bar Association in partnership with the Association of Moroccan Bar Associations and the International Union of Lawyers, Professor Mohamed Bouzlaffa, Dean of the Faculty of Legal, Economic, and Social Sciences at Sidi Mohamed Ben Abdellah University in Fez, emphasized that the Criminal Procedure Bill represents a crucial step in the development of Morocco’s justice system. However, he stressed the need for a careful and thorough review to ensure it effectively addresses existing challenges.

Professor Bouzlaffa highlighted that reforming procedural laws is essential as they are closely tied to fair trial guarantees, respect for fundamental rights and freedoms, and Morocco’s international commitments and royal directives. He noted that while the proposed bill, currently under review by the Parliamentary Committee on Justice, Legislation, and Human Rights, includes positive amendments, further refinement is necessary to strike a balance between legal security and fair trial guarantees.

Concluding his statement, Bouzlaffa affirmed that the recommendations from this conference will resonate in parliamentary discussions. He emphasized that this stage requires collaboration among legal professionals to ensure a comprehensive and just reform of Morocco’s judicial system.
