GITEX 2026: Morocco poised to play a key role in AI governance and strengthening multilateralism
On April 7, 2026, in the city of Marrakech, the “My Chance” program was launched by the Positive Impact Initiatives (P2I) platform, in partnership with Digital Maroc School (DMS), on the sidelines of GITEX Africa 2026. This initiative aims to enhance the social and economic inclusion of young people in NEET situations, meaning those not in education, employment, or training.
Le 7 avril 2026, dans la ville de Marrakech, le programme « My Chance » a été lancé par la plateforme Positive Impact Initiatives (P2I), en partenariat avec Digital Maroc School (DMS), en marge de GITEX Africa 2026. Cette initiative vise à renforcer l’inclusion sociale et économique des jeunes en situation de NEET, c’est-à-dire ni en éducation, ni en emploi, ni en formation.
This program aligns with the high royal directives of His Majesty King Mohammed VI, calling for inclusive development, territorial equity, and the reduction of social and regional disparities. It is also part of the national momentum linked to the “Digital Morocco 2030” and “AI Made in Morocco” initiatives, aimed at supporting digital transformation and developing national skills.
Ce programme s’inscrit dans le cadre des hautes orientations royales de Sa Majesté le Roi Mohammed VI, appelant à un développement inclusif, à l’équité territoriale et à la réduction des disparités sociales et territoriales. Il s’intègre également dans la dynamique nationale liée aux initiatives « Digital Morocco 2030 » et « AI Made in Morocco », visant à soutenir la transformation numérique et le développement des compétences nationales.
In a statement, Dr. Iman Belmati, President of the Positive Impact Initiatives platform, emphasized that the program relies on mobilizing national and international expertise and adopting modern approaches to support youth. She explained that “My Chance” is based on an integrated system of “passports,” including an orientation passport to identify potential, a skills passport to prepare for future professions, and an entrepreneurship passport to support income-generating activities.
Dans une déclaration, la Dr Iman Belmati, présidente de la plateforme Positive Impact Initiatives, a souligné que le programme repose sur la mobilisation d’expertises nationales et internationales et sur l’adoption d’approches modernes pour accompagner les jeunes. Elle a précisé que « My Chance » s’appuie sur un système intégré de « passeports », comprenant un passeport d’orientation pour révéler les potentiels, un passeport de compétences pour préparer aux métiers du futur et un passeport entrepreneurial pour soutenir les activités génératrices de revenus.
She added that this system is supported by digital platforms and artificial intelligence solutions that enhance the quality of support, along with monitoring tools that help anticipate the skills required by sector and profession. She noted that the collaboration with Digital Maroc School represents a first practical step through the launch of initial skills passports via a training program focused on digitalization and artificial intelligence.
Elle a ajouté que ce système est soutenu par des plateformes numériques et des solutions d’intelligence artificielle qui améliorent la qualité de l’accompagnement, ainsi que par des outils de suivi permettant d’anticiper les compétences requises selon les secteurs et les métiers. Elle a indiqué que la collaboration avec Digital Maroc School constitue une première étape concrète à travers le lancement des premiers passeports de compétences via une formation dédiée aux domaines de la digitalisation et de l’intelligence artificielle.
This collaboration reflects a complementarity between the two institutions. Positive Impact Initiatives operates as a new-generation associative platform focused on designing and implementing social transformation programs, particularly for NEET youth, through the “passport” mechanism to improve employability. Meanwhile, Digital Maroc School, since its establishment in 2017, represents a model for digital inclusion targeting populations distant from the labor market.
Cette collaboration traduit une complémentarité entre les deux institutions. Positive Impact Initiatives agit en tant que plateforme associative de nouvelle génération spécialisée dans la conception et la mise en œuvre de programmes de transformation sociale, notamment au profit des jeunes en situation de NEET, à travers le mécanisme des « passeports » pour améliorer l’employabilité. Quant à Digital Maroc School, depuis sa création en 2017, elle représente un modèle d’inclusion numérique destiné aux populations éloignées du marché du travail.
The “My Chance” program is based on a comprehensive approach covering all stages of integration, starting with guidance and assessment through the recruitment of beneficiaries and support in building their professional projects. It then moves to the training phase through intensive and qualifying programs in digital and artificial intelligence fields, including web development, data analysis, digital marketing, and cybersecurity, and finally to integration and entrepreneurship by connecting beneficiaries with companies and supporting them toward employment or income-generating projects.
Le programme « My Chance » repose sur une approche globale couvrant toutes les étapes de l’insertion, en commençant par l’orientation et le diagnostic à travers l’identification des bénéficiaires et leur accompagnement dans la construction de leurs projets professionnels. Il passe ensuite par la phase de formation à travers des parcours intensifs et qualifiants dans les domaines du numérique et de l’intelligence artificielle, notamment le développement web, l’analyse de données, le marketing digital et la cybersécurité, pour aboutir à la phase d’insertion et d’entrepreneuriat en reliant les bénéficiaires aux entreprises et en les accompagnant vers l’emploi ou la création de projets générateurs de revenus.
The program also relies on a monitoring system that allows training to be aligned with labor market needs and regional opportunities, in addition to providing a project bank. This contributes to establishing an integrated pathway linking guidance, training, and employment, ensuring continuous support and sustainable integration for beneficiary youth.
Le programme s’appuie également sur un système de suivi permettant d’adapter les formations aux besoins du marché du travail et aux opportunités régionales, ainsi que sur la mise en place d’une banque de projets. Cela contribue à instaurer un parcours intégré reliant orientation, formation et emploi, garantissant un accompagnement continu et une insertion durable des jeunes bénéficiaires.

L’ambassadeur, représentant permanent du Maroc auprès des Nations unies, Omar Hilale, a affirmé que le Royaume est qualifié pour jouer un rôle central dans le renforcement du multilatéralisme dans le domaine de l’intelligence artificielle, en contribuant à l’établissement d’une gouvernance mondiale plus équilibrée et inclusive pour cette technologie stratégique.
Morocco’s Permanent Representative to the United Nations, Ambassador Omar Hilale, stated that the Kingdom is well positioned to play a central role in strengthening multilateralism in the field of artificial intelligence by contributing to the establishment of a more balanced and inclusive global governance framework for this strategic technology.

Il a souligné que le marché de l’intelligence artificielle connaît une croissance rapide, estimée à environ 1,000 billion dollars en 2025, avec des projections atteignant près de 5,000 billion dollars d’ici 2033. Toutefois, cette évolution reste inégale, avec 118 pays encore en dehors des grandes initiatives, dont 48 pays africains, face à une domination marquée des pays du G7 dans ce domaine.
He noted that the artificial intelligence market is experiencing rapid growth, estimated at around $1 trillion in 2025, with projections reaching nearly $5 trillion by 2033.
