Strengthening Bilateral Cooperation: Moroccan and Spanish Interior Ministers Meet in Madrid

As part of efforts to enhance bilateral cooperation between Morocco and Spain, Moroccan Interior Minister Abdelouafi Laftit and his Spanish counterpart, Fernando Grande-Marlaska, held a working meeting on Monday, February 10, 2025, in Madrid. The two officials discussed several topics of mutual interest, including security, migration, and humanitarian cooperation, as well as joint coordination in major international events.

During the meeting, both ministers reaffirmed the strength of relations between the two countries, which are built on ties of friendship and mutual respect between King Mohammed VI and King Felipe VI. They noted that the bilateral partnership has gained renewed strategic momentum since the establishment of a roadmap in April 2022, following discussions between the Moroccan monarch and Spanish Prime Minister Pedro Sánchez.

On security matters, the two sides emphasized the importance of bilateral cooperation in combating terrorism and organized crime, praising the progress made in this area. They agreed to intensify information exchange and security expertise while strengthening operational coordination to enhance preparedness and proactive responses to shared security challenges.

Regarding migration issues, the ministers stressed the need for a solidarity-based approach to combating human trafficking and migrant smuggling networks while promoting legal and regulated migration as a means of fostering closer ties between Moroccan and Spanish citizens. They also commended the role of the Permanent Moroccan-Spanish Joint Migration Group in implementing effective initiatives in this field.

The meeting also provided an opportunity to review the results of the “Marhaba 2024” transit operation. Both officials praised the success of this initiative, which serves as a model of effective institutional coordination between the two countries, and highlighted the pivotal role of the Mohammed V Foundation for Solidarity in ensuring its success. Additionally, discussions covered preparations for the 2025 edition, aiming to further improve services for Moroccans residing abroad.

Furthermore, the ministers discussed arrangements for the organization of the 2030 FIFA World Cup, emphasizing the importance of strengthening cooperation among the three host nations—Morocco, Spain, and Portugal—to ensure the event’s success in terms of organization, logistics, and security.

The meeting also highlighted the spirit of solidarity and mutual commitment between the two countries, exemplified by Spain’s deployment of rescue teams to Morocco following the Al Haouz earthquake and Morocco’s assistance in responding to floods in the Valencia region, reflecting the depth of humanitarian ties between the two peoples.

This high-level meeting underscores the shared commitment to strengthening Moroccan-Spanish relations through comprehensive cooperation that spans security, economic, humanitarian, and developmental sectors.
