Rabat – La Délégation générale à l’administration pénitentiaire et à la réinsertion (DGAPR) a annoncé que son Institut national de formation des cadres a obtenu l’accréditation de l’American Correctional Association (ACA), après avoir satisfait aux normes internationales requises. Selon l’institution, il s’agit d’une première en Afrique et dans le monde arabe.
Dans un communiqué, la Délégation a indiqué que le certificat d’accréditation a été remis à son Secrétaire général en marge du forum international organisé par l’ACA à Pittsburgh (Pennsylvanie, États-Unis), du 29 juillet au 2 août 2026, en présence du directeur de l’institut et de plusieurs de ses responsables.
Le communiqué précise que cette participation a permis au Maroc de présenter son expérience en matière de numérisation du système pénitentiaire et d’intégration des nouvelles technologies dans la gestion des établissements carcéraux. Selon la Délégation, cette expérience a été saluée par les participants en raison du niveau de développement du système pénitentiaire marocain, de son respect des normes internationales et de son engagement en faveur de la bonne gouvernance, des droits humains et du professionnalisme.
La DGAPR souligne que cette accréditation s’inscrit dans sa stratégie visant à renforcer la formation, à valoriser les ressources humaines, à développer les capacités institutionnelles et à faire de l’Institut national de formation une plateforme régionale et internationale dédiée à la formation et au partage des bonnes pratiques dans le domaine de l’administration pénitentiaire.
Le communiqué ajoute que cette distinction constitue également une reconnaissance internationale de la qualité des programmes de formation de l’institut, fondés sur une ingénierie pédagogique moderne couvrant la conception, la mise en œuvre et l’évaluation des formations.
La Délégation indique par ailleurs que cette accréditation a été obtenue avec le soutien du Bureau of International Narcotics and Law Enforcement Affairs (INL) du Département d’État américain, dans le cadre d’un partenariat engagé depuis 2011. Cette reconnaissance permettra à l’institut de dispenser des formations et de délivrer des certificats équivalents à ceux des établissements américains accrédités, tout en poursuivant l’organisation de sessions régionales destinées aux délégations d’Afrique ainsi que du Moyen-Orient et de l’Afrique du Nord.
Lors du forum, le Secrétaire général de la Délégation a exprimé, selon le communiqué, sa satisfaction quant à cette accréditation et à la qualité de la coopération avec le bureau de l’INL. Il a également réaffirmé la volonté de poursuivre la modernisation du système pénitentiaire marocain et d’étendre progressivement cette démarche d’accréditation aux établissements pénitentiaires, dans le cadre d’une approche axée sur la réinsertion, l’humanisation des conditions de détention et le respect de la dignité des personnes détenues.
Morocco: First Prison Training Institute in Africa and the Arab World to Receive U.S. Accreditation
Rabat – Morocco’s General Delegation for Prison Administration and Reintegration (DGAPR) has announced that its National Institute for Staff Training has been awarded accreditation by the American Correctional Association (ACA) after meeting internationally recognized standards. According to the delegation, this is the first accreditation of its kind in Africa and the Arab world.
In a press release, the DGAPR said the accreditation certificate was presented to its Secretary General during the ACA’s international forum held in Pittsburgh, Pennsylvania (United States) from July 29 to August 2, 2026, in the presence of the institute’s director and several senior officials.
The delegation stated that Morocco’s participation in the forum provided an opportunity to showcase the country’s experience in digitizing prison administration and integrating modern technologies into correctional management. According to the statement, participants praised Morocco’s prison system for its level of development, compliance with international standards, commitment to good governance, respect for human rights, and professional management practices.
The DGAPR noted that the accreditation forms part of its broader strategy to strengthen training, enhance human resources, build institutional capacity, and establish the National Institute as a regional and international platform for training and the exchange of expertise and best practices in prison administration.
The statement added that the accreditation also represents international recognition of the institute’s high standards in staff education and professional development, supported by a modern training framework covering curriculum design, implementation, and evaluation.
According to the delegation, the accreditation was obtained with the support of the U.S. Department of State’s Bureau of International Narcotics and Law Enforcement Affairs (INL) under a partnership that has been in place since 2011. The recognition will enable the institute to provide training programs and issue certificates equivalent to those granted by accredited U.S. correctional training institutions, while continuing to organize regional training sessions for delegations from Africa and the Middle East and North Africa (MENA) region.
During the forum, the DGAPR Secretary General expressed pride in receiving the accreditation and highlighted the strong cooperation with the INL. He also reaffirmed the delegation’s commitment to modernizing Morocco’s prison system and expanding the accreditation process to correctional institutions, in line with efforts to promote prisoner rehabilitation, improve detention conditions, and uphold the dignity of inmates.
