Rabat – La Chambre des représentants a adopté à la majorité le projet de loi n°41.26 modifiant et complétant la loi n°58.23 relative au régime de soutien social direct, lors d’une séance législative tenue lundi.
Le texte a été approuvé par 65 députés, contre 30 voix opposées, dans le cadre de la poursuite de la mise en œuvre du chantier de l’État social lancé par le Roi Mohammed VI.
Lors de la présentation du projet, le ministre délégué chargé du Budget, Fouzi Lekjaa, a indiqué que le système de soutien social direct a permis à plus de quatre millions de familles d’en bénéficier depuis son entrée en vigueur, soulignant que l’évaluation du dispositif a révélé plusieurs défis liés à la transition de l’aide sociale vers l’intégration dans le marché du travail.
Il a précisé que certaines familles hésitent à intégrer le marché de l’emploi par crainte de perdre leurs aides, tandis que d’autres évitent de déclarer leurs activités conformément aux dispositions légales en vigueur.
Le nouveau texte prévoit la création d’une allocation exceptionnelle versée une seule fois aux familles ayant perdu leur droit au soutien social direct en raison de la déclaration d’un membre au système de la sécurité sociale du secteur privé. Cette allocation sera équivalente au montant de l’aide sociale précédemment perçue.
Le projet prévoit également le rétablissement automatique du bénéfice du soutien social direct pour les familles concernées en cas de perte d’emploi pour des raisons indépendantes de leur volonté, sans être soumises à certaines conditions antérieures liées à la durée d’éligibilité.
Fouzi Lekjaa a souligné que l’objectif de ce chantier est de permettre aux familles de sortir de la précarité et de favoriser leur intégration dans le tissu économique, en cohérence avec les objectifs de l’État social et l’extension de la protection sociale au Maroc.
Morocco: New Developments in Social Support and Introduction of a One-Time Grant for Thousands of Families

Rabat – The House of Representatives has approved by majority vote draft law No. 41.26 amending and supplementing law No. 58.23 on the direct social support system, during a legislative session held on Monday.
The bill was approved by 65 MPs, with 30 voting against it, as part of the ongoing implementation of the social state reform project launched by King Mohammed VI.
During the presentation of the bill, the Minister Delegate in charge of the Budget, Fouzi Lekjaa, stated that the direct social support system has benefited more than four million families since its entry into force, noting that the evaluation of the program has revealed challenges related to the transition from social assistance to labor market integration.
He added that some families hesitate to enter the job market for fear of losing their benefits, while others avoid declaring their activities in accordance with applicable legal provisions.
The new law introduces a one-time exceptional grant for families that lost eligibility for direct social support due to the declaration of a household member in the private sector social security system. The grant will be equivalent to the amount of the previously received social assistance.
The text also provides for the automatic reinstatement of social support for affected families in the event of job loss due to circumstances beyond their control, without being subject to certain previous eligibility duration conditions.
Fouzi Lekjaa emphasized that the aim of this reform is to help families overcome vulnerability and promote their integration into the economic system, in line with the objectives of the social state and the expansion of social protection in Morocco.
