Official Figures from the Competition Council Reveal a Paradox in the Fuel Market: Higher Sales, Lower Revenues

The Competition Council reported that wholesale distributors of diesel and gasoline—excluding marine fuel—recorded a turnover of approximately 18.91 billion dirhams in the third quarter of 2025, marking a decline compared to the same period last year.

In its report monitoring the implementation of commitments agreed upon with fuel distribution companies, the Council explained that turnover fell by 6.2%, down from about 20.16 billion dirhams in the third quarter of 2024.

By contrast, the report highlighted that sales volumes of diesel and gasoline continued to rise, reaching a total of 1.98 billion liters during the same period in 2025, an increase of 4.2% compared with 2024, when sales stood at around 1.9 billion liters.

Diesel accounted for the largest share of these sales, representing approximately 84% of total volume and 82% in value terms, reflecting sustained strong demand for this fuel within the national market.

Regarding the sector’s structure, the Competition Council revealed that the number of companies holding licenses to distribute liquid petroleum products increased from 38 to 39 between the end of June and the end of September 2025, indicating the entry of a new player into the fuel market.

As for distribution channels, data analysis showed that service stations remained the primary outlet for diesel and gasoline sales, with an average share of 73% of total sales volume during the third quarter of the current year.

The fuel station network also expanded significantly, with the number of stations rising from 3,617 at the end of June to 3,663 by the end of September 2025, adding 46 new stations. The nine companies concerned own 2,563 stations within the national network, accounting for about 70% of all service stations available in Morocco.

According to the report, these indicators reflect a striking paradox in the fuel market: declining turnover alongside rising consumption volumes, coupled with continued expansion of the distribution network and the entry of new market players.
