Fez – November 12, 2025 – The Administrative Court of Appeal in Fez issued a final ruling yesterday, Tuesday, November 11, 2025, upholding the dismissal of Abdelwahid Massoudi, former president of the municipal council of Taza city and parliamentary deputy for the Authenticity and Modernity Party (PAM), from his presidential duties, putting an end to a judicial process that lasted more than a year over irregularities in local affairs management.
Details of the Judicial Process
The origin of the case dates back to September 2024, when the Governor of Taza Province submitted an official request to the Administrative Court in Fez to dismiss the former president. The court issued a preliminary ruling on October 31, 2024, dismissing him, which prompted the municipal council to elect a new president, Mr. Mounir Chentir from the Istiqlal Party, to immediately replace him.
Massoudi appealed the ruling, and the Court of Appeal postponed its decision on the file until October 21, 2025, to allow the appellees’ defense (the provincial governor and the regional treasurer) to review the file and prepare their arguments. After deliberation, the court upheld the preliminary ruling, making the dismissal decision final and enforceable, and confirming the legitimacy of Mounir Chentir’s presidency.
Implications of the Decision on Local Management
This ruling affirms the principle of accountability in local public affairs management and opens the door to completing administrative procedures to ensure the continuity of the Taza municipal council’s work under the new president’s leadership. The dismissal had sparked widespread controversy in the local political arena, especially given Massoudi’s affiliation with the Authenticity and Modernity Party, versus the Istiqlal Party, which the current president leads.
This decision is considered a precedent in applying administrative oversight mechanisms to elected councils and confirms the role of the administrative judiciary in protecting the public interest and correcting irregularities.
