Rabat: The National Union of Educational Administrators issued a strongly worded statement expressing its deep dissatisfaction with what it described as the “unjustified intransigence and continuous disregard” of the Ministry of National Education, Preschool and Sports towards its fair and legitimate demands. The union emphasized the growing tension and widespread discontent among the body of educational administrators, who play essential and pivotal roles in the implementation of educational reforms and bear significant responsibilities in the management of educational institutions.
The National Bureau of the union clarified in its statement that it had held a series of organizational meetings and intensive communication sessions, through which it observed the “real extent of the grievances” suffered by educational administrators, in addition to identifying “clear indicators of job burnout” resulting from the accumulation and multiplicity of tasks in the absence of motivation, professional recognition, and deteriorating working conditions.
The union held the supervisory ministry “fully responsible” for the potential consequences of the situation, calling on it to “listen to the voice of educational administrators before it is too late” and to adopt democratic approaches based on dialogue instead of top-down dictates and instructions. It reiterated its commitment to continuing the planned protest program until the legitimate and fair demands are achieved.
In this context, the National Union of Educational Administrators announced a series of positions and decisions, most notably:
- Its appreciation: for the strategic and crucial roles played by the educational administrator in leading and ensuring the success of educational reform projects.
- Its strong commendation: for the responsible militant role of the regional branches and their organizational vigilance and proactive proposals.
- Its strong condemnation: of the attacks on educational administrators while performing their duties in the absence of necessary protection.
- Its absolute rejection: of the ministry’s systematic policy of marginalizing the file of educational administrators and burdening them with additional tasks unrelated to their competencies.
- Its categorical denunciation: of all attempts aimed at undermining the prestige of the educational administrator and diminishing the importance of their central roles within the educational system.
- Its serious warning: of the escalating state of tension and widespread anger among educational administrators.
- Its principled and unconditional solidarity: with female and male educational administrators who are subjected to injustice, prejudice, and various forms of harassment and abuse while performing their professional duties.
- Its firm rejection: of any implementation of Article 77 of the Basic Statute that contradicts the provisions of Article 38 of Framework Law 51.17 and the wording of Article 77 of Law No. 59.21 on school education.
- Its absolute and final rejection: of imposing Ministerial Decree No. 1849.05 on educational administrators holding a diploma in educational administration training.
- Its strong warning: against the issuance of any decree or decision concerning educational administrators without the union’s involvement.
The union also affirmed its demand for the achievement of the following points:
- Adoption of a special basic statute for educational administrators.
- Increasing the supplementary framework allowance and including it in the pension calculation.
- Creating a new promotion grade beyond the excellent grade.
- Opening mobility between educational levels for which basic training qualifies.
- Abolishing exemption from educational administration duties and the confirmation procedure.
- Establishing special allowances for the tasks mentioned in paragraph “b” of Article 22 of Decree 140-24-2.
- Equating the diploma in educational administration training with a Master’s degree.
- Granting educational administrators currently working in this capacity upon the issuance of the basic statute decree a two-year seniority for promotion in grade and rank.
- Expediting the financial settlement for educational administrators working in newly established institutions.
- Regularizing the administrative status of exempted educational administrators assigned to educational administration duties.
- Accelerating the financial settlement for educational administrators in openness centers.
- Reviewing the meager housing allowance and increasing the flat-rate travel allowance.
- Creating a fixed monthly allowance for educational administration staff in pioneering institutions.
- Abolishing the management of educational institutions by civil associations.
- Creating a night work allowance for general supervisors of boarding schools.
- Strengthening educational institutions with administrative assistants to alleviate administrative burdens.
- Ensuring equity for educational administration staff working in community schools and independent schools in rural areas.
- Creating an allowance for additional burdens for educational administrators.
- Implementing Ministerial Circulars No. 4499/24 and 4917/24 concerning administrative burdens and assignment institutions.
- Ensuring equity for those affected by Decree 2.18.294.
- Enabling the 2020-2022 cohort to receive their administrative burden allowances for the 2021-2022 academic year.
- Implementing judicial rulings issued in favor of educational administrators.
- Implementing Ministerial Circular No. 4966/24 regarding the payment of entitlements for educational administration staff – 2015 cohort.
- Improving working conditions and reducing weekly working hours to 24 hours.
- Providing security for educational institutions and administrative and educational staff.
- Expediting the organization of the educational administration cadre examination to address the severe shortage and allocating the actual quota for it.
The union reiterated that the demands of this group are “not subject to any concession or postponement,” considering that “the full and undiminished extraction of rights is a fundamental choice that is not subject to compromise or retreat.” It also praised the “militant unity and broad participation” of educational administrators in the step of suspending all operations related to the Association for Supporting the Success of Schools.
Based on its commitment to the option of escalation and in implementation of the planned protest program open to all possibilities, the union calls on all female and male educational administrators to:
- Continue to suspend all operations related to the Association for Supporting the Success of Schools.
- Embody the educational administrator’s anger stand in front of all provincial directorates on Thursday, April 17, 2025, starting at 11:00 AM.
- Boycott all operations, meetings, and training related to the integrated school project.
- Boycott all operations, meetings, and training related to pioneering institutions.
- Prepare for the national demonstration in Rabat (date to be announced later).
- Prepare to submit resignations from the Association for Supporting the Success of Schools (date to be determined later).
Accordingly, the union urges all female and male educational administrators in all regions and provinces to unite ranks, prioritize the interest of the educational administrator above all else, and engage seriously and responsibly in all protest steps to defend the framework and achieve the fair and legitimate demands.
What does not come through struggle comes through more struggle.
