With youth unemployment in Morocco reaching around 33% in urban areas, according to the 2024 report by the High Commission for Planning (HCP), the discussion around how to turn periods of joblessness into meaningful opportunities for personal development and skill enhancement has become more relevant than ever. These efforts can significantly improve employability in both national and international labor markets.
According to a report by the International Labour Organization (ILO), while unemployment can be mentally and socially challenging, it can also be a critical phase for professional repositioning, especially when used to enhance digital skills, language proficiency, and take advantage of free training programs offered by global e-learning platforms such as Coursera, edX, and LinkedIn Learning.
In the Moroccan context, the Ministry of Economic Inclusion, Small Business, Employment, and Skills, in collaboration with ANAPEC (National Agency for the Promotion of Employment and Skills), has launched a series of training and upskilling initiatives targeting the unemployed. Among the most prominent is the “Employability Improvement Program,” which focuses on soft skills, language training, job search techniques, as well as sector-specific training in promising fields like digitalization, renewable energy, and remote services.
The World Bank, in its latest report on job opportunities in North Africa, emphasized that continuous education and self-learning are no longer optional. In a fast-evolving technological landscape, Moroccan youth must commit to lifelong learning, even during involuntary employment gaps.
Human resource experts also highlight the importance of using unemployment periods to build a strong personal brand through professional networks like LinkedIn, as well as engaging in volunteering, freelance projects, or community initiatives. These experiences enrich one’s resume and project a positive image to potential employers.
In this regard, UNESCO’s 2023 report on Lifelong Learning urged governments to provide national digital platforms dedicated to continuous education, particularly for the unemployed, and to encourage public-private partnerships that align training programs with real labor market needs.
In conclusion, while unemployment remains a significant challenge for a large segment of Morocco’s youth, it also presents a real opportunity for personal and professional growth—provided there is a clear individual vision and institutional support that ensures accessible learning and development resources.
