Local Government Employees Intensify Protest, Announce National Strike and Sit-In at Parliament Against “Futile Dialogue”

The National Union of Local Government Employees and Delegated Management has announced a national strike on April 22nd and 23rd, accompanied by a sit-in protest in front of the Parliament building, expressing their rejection of the way sectoral dialogue has been conducted over the years without yielding tangible results.

The union condemned what it described as the obstinacy of the General Directorate of Local Governments in failing to engage seriously with unresolved administrative issues, as well as ignoring union proposals concerning the new statutory system project.

The union highlighted a significant decline in the sector’s situation, pointing out that the number of employees has dropped from 150,000 to less than 80,000 in under eight years, reflecting a worrying hemorrhage of human resources at a rate of 10,000 employees annually.

The union accused the responsible authorities of exacerbating precariousness by increasingly relying on temporary workers with low wages, without guaranteeing job rights or professional stability.

The union also criticized the continuation of sectoral dialogue without any response to demands, despite the year-long resumption of discussions. These demands include the regularization of certificate holders’ statuses, the situation of graduates from training centers, victims of 2010 decrees, and the call for a general wage increase.

The union has reiterated its proposals on the new statutory system, as outlined in the joint memorandum from the six unions addressed to the General Directorate on November 11, 2024.

The union has called for the inclusion of local government issues in the central social dialogue priorities, emphasizing the need to improve the conditions of employees in various categories, including national reconstruction workers and delegated management staff.

The union expressed its absolute rejection of what it called the “strike-restricting law” and pension reform projects, reaffirming solidarity with its members in various local government branches, particularly in areas like Smiya, Akouaz, Souk Sebt, Bni Wakel, and Taourirt.
