The Ministry of Health and Social Protection has officially begun implementing the provisions of Law No. 08.22 concerning the establishment of territorial health groups, based on Decree No. 2.23.1054 issued on March 24, 2025, corresponding to the 23rd of Ramadan 1446.
This measure is expected to lead to the dissolution of regional directorates and provincial health delegations, replacing them with new public institutions named “territorial health groups.” These groups will manage healthcare services at the regional and local levels, as part of the broader health decentralization efforts aimed at achieving territorial equity in healthcare services.
According to official data, the headquarters of the territorial health groups are as follows:
- Tangier – Asilah: Located in the Tangier-Tetouan-Al Hoceima region
- Oujda – Angad: Located in the Eastern region
- Fes: Located in the Fes-Meknes region
- Rabat: Located in the Rabat-Sale-Kenitra region
- Beni Mellal: Located in the Beni Mellal-Khenifra region
- Casablanca: Located in the Casablanca-Settat region
- Marrakesh: Located in the Marrakesh-Safi region
- Errachidia: Located in the Drâa-Tafilalet region
- Agadir – Ida Outanane: Located in the Souss-Massa region
- Guelmim: Located in the Guelmim-Oued Noun region
- Laâyoune: Located in the Laâyoune-Sakia El Hamra region
- Dakhla: Located in the Dakhla-Oued Ed-Dahab region
This transformation is part of the new roadmap for reforming the national health system, aiming to improve sector governance, optimize resources, and bring healthcare services closer to citizens, especially in rural and remote areas.
The Ministry of Health is counting on this structural reform to bring about a qualitative shift in healthcare management, ensuring greater efficiency in responding to citizens’ needs and improving the quality of treatment and preventive services at the regional level.
