A well-informed source told Fes News about the spread of a serious phenomenon involving major construction violations in several housing units and real estate projects along Ain Chqaf Road in Fez, describing them as “real crimes” driven primarily by greed and the pursuit of huge profits at the expense of public safety and building regulations.
The source explained that these violations mainly consist of blatant fraud in the building materials used, which are often non-compliant with the quality and safety standards specified in the contractual specifications. Additionally, there are fundamental and illegal modifications to the approved architectural designs. These changes often include the addition of rooms or the closure of balconies, converting them into parts of the apartments without authorization, aiming to illegally increase the salable area.
On his part, an official from the Fez Municipality confirmed these violations do occur in some housing subdivisions, but pointed out a significant challenge facing the authorities in controlling them. The official explained, “The problem lies in the fact that many of these crimes and violations occur after the contractor or real estate developer has received the ‘housing permit’ or the certificate of conformity.” He added that once this document is issued, it becomes very difficult for the monitoring departments to track and detect the changes contractors make later to the buildings, thus opening the door wide to these illegal practices.
Affected parties and civil society activists are calling for tighter post-approval inspections of housing projects and for activating new legal mechanisms that allow properties to be inspected even after the housing permits are issued. They also demand strict punitive measures against violators, in order to put an end to this chaos that not only threatens the aesthetic urban expansion of the city but directly endangers the lives and safety of its residents.
