FES NEWS MEDIA – RABAT: Morocco’s House of Representatives held decisive plenary sessions on the morning of Thursday, October 22, 2026, to debate the 2026–2031 Government Program presented by Head of Government Fatima Ezzahra El Mansouri before lawmakers, marking a pivotal constitutional milestone that defines public policy priorities, economic targets, and social commitments ahead of the formal confidence vote pursuant to Article 88 of the Moroccan Constitution.
According to the macroeconomic framework underpinning the new governmental compact, the ruling coalition pledges to achieve an average annual GDP growth rate of approximately 5 percent while containing the budget deficit within 3 percent and keeping inflation under control, alongside completing the nationwide rollout of the Social State pillars, universal healthcare coverage, and direct social assistance. Furthermore, the government program prioritizes youth employment creation through the operationalization of the New Investment Charter, support for micro, small, and medium-sized enterprises (MSMEs), and strategic public investments in water and energy sovereignty, manufacturing, sustainable agriculture, and tourism across all regions of the Kingdom.
Parliamentary Opposition Scrutiny and Upcoming Confidence Vote
Conversely, interventions by parliamentary opposition groups in the House of Representatives argued that the government’s platform remained framed in broad technical generalities without offering immediate, tangible mechanisms to safeguard the purchasing power of Moroccan households and the middle class against rising living costs. Opposition lawmakers also questioned the realism of the cabinet’s macroeconomic assumptions given field-level challenges in public hospitals, public schools, and territorial disparities between central regions and peripheral provinces, calling for binding, measurable timelines linked to parliamentary accountability.
Plenary debates by both majority and opposition parliamentary groups are scheduled to continue, followed by Head of Government Fatima Ezzahra El Mansouri’s official reply to lawmakers’ questions before the House of Representatives proceeds to an open roll-call vote by absolute majority, paving the way for the full constitutional investiture of the executive branch and the immediate examination of the 2027 Draft Finance Bill.
