The Moroccan Parliament held a historic Joint Plenary Session of the House of Representatives and the House of Councillors on Monday, November 2, 2026, dedicated to the latest decisive developments regarding the Moroccan Sahara following the Royal Court Communiqué of October 30, 2026 and the non-renewal of the UN Mission (MINURSO) mandate after 35 years.

Opening the joint session, Speaker of the House of Representatives Ahmed Touizi emphasized that the Royal Court Communiqué issued following the October 30 UN Security Council meeting marks an irreversible strategic shift from conflict management to definitive conflict resolution. He stressed that with the expiration of MINURSO’s mandate after 35 years, all field, logistical, and symbolic presence of the mission in Morocco’s Southern Provinces must come to an immediate end, alongside the permanent removal of the dossier from the UN Security Council’s agenda.

Speaking at the podium, President of the House of Councillors Mohamed Ould Errachid highlighted the historic convergence between historical legitimacy—rooted in the centuries-old allegiance (Bay’ah) of Sahrawi tribes to the Alaouite Throne—and democratic and developmental legitimacy across the Southern Provinces, which recorded the highest voter turnout in the September 30, 2026 legislative elections.
