Health Union in the Fes–Meknes Region Warns of Administrative Abuses and Management Irregularities at the Taounate Health Delegation

The regional union office of the National Union of Health in the Fes–Meknes region, affiliated with the Moroccan Labour Union, addressed an official letter to the Regional Directorate of Health and Social Protection expressing concern over what it described as “managerial and organizational irregularities” at the Provincial Delegation of the Ministry of Health and Social Protection in Taounate.

In a statement issued by the union office, these irregularities reportedly relate to human resources management and administrative procedures, as well as what it termed “the اتخاذ of administrative decisions without respecting the legally established procedures in force,” considering that such practices negatively affect the normal functioning of health services in the province.

The statement pointed to what the union described as a “lack of communication and consultation” with social partners, and their exclusion from handling several files related to local health governance—factors the union says contribute to tension within the delegation and adversely impact the work climate.

The same source also referred to what it called “unsound administrative practices,” including, according to the statement, the handling of certain administrative and professional situations without a clear legal basis, and the assignment of duties outside the approved regulatory framework—actions that allegedly undermine the principles of equal opportunity and fairness among employees.

The regional union office warned that the continuation of these conditions could, in its view, affect the stability of human resources within the health sector in Taounate and the quality of services provided to citizens. It called for addressing these issues in strict compliance with applicable laws and regulatory texts.

Accordingly, the union urged the Regional Directorate of Health and Social Protection to intervene by opening an administrative investigation into the alleged irregularities and taking the necessary corrective measures, while advocating for dialogue and consultation as key mechanisms to resolve the disputes raised.

The statement concluded by reaffirming the union office’s readiness to assume its responsibilities and engage positively in any initiative aimed at restoring stability within the delegation, in a manner that ensures the proper functioning of public health services and serves the public interest in Taounate Province.
