Fez, December 24, 2025 –
Mr. Jawad El Kaabi, a civil society and political activist and an expert in biotechnological industries based in Canada, has addressed an open letter to the Wali of the Fez–Meknes region and to local elected officials, warning of the “alarming” situation faced by residents of the “Fadā’āt Al-Sa‘āda” housing estate on the Sidi Harazem road. The area has reportedly suffered from an almost total absence of public transportation since 2020.
According to the letter, a copy of which was received by Fes News, residents have been living in “complete isolation” since the COVID-19 pandemic, due to the lack of urban bus services and the refusal of taxi drivers to serve the area. This situation has led to daily hardship for employees, workers, university students and school pupils, reinforcing social exclusion and creating economic difficulties for families living in the neighborhood.
Mr. El Kaabi stated in his correspondence that he previously held direct meetings in May 2024 with several members of Parliament, municipal councilors and local council presidents, during which he proposed a practical solution to overcome the crisis: allocating two or three buses during peak hours (from 6:00 to 7:00 a.m. and from 5:00 to 6:00 p.m.). He added that the promises made at the time to resolve the issue within a few months have remained unfulfilled, despite the passage of more than a year and a half, with the situation unchanged as of December 2025.
The letter strongly criticized what it described as the “absence of elected officials from citizens’ concerns,” questioning the usefulness of representative institutions if they are unable to provide basic rights such as transportation—especially at a time when the city is engaged in major development projects and preparing to host continental and global events, including the ongoing Africa Cup of Nations and the upcoming World Cup.
In conclusion, the civil society activist called on the Wali of the Fez–Meknes region to take urgent and immediate action to end the isolation of the residents of “Fadā’āt Al-Sa‘āda” and to reconsider the urban transport network in a way that guarantees citizens’ dignity and their right to mobility, free from narrow electoral considerations.
