Fez News has learned that the Fez-Meknes Regional Council will approve, during its March 2025 session, a three-year partnership agreement worth 9 million dirhams aimed at supporting the social program of the Employees’ Social Welfare Association of the Council. The agreement includes providing various social services, including a housing support program for the council’s employees and staff.
The agreement, which has raised many questions, aims to enhance the social stability of employees and increase their productivity by allocating a substantial budget to be disbursed in three annual installments of 3 million dirhams each.
The financial contributions will be transferred directly to the association’s account in three phases. The first installment will be transferred immediately after the agreement is signed, the second after the submission of the first financial report, and the third after the submission of the second financial report.
A special coordination and monitoring committee, chaired by the council’s president and including three members from the association’s board, will oversee the project’s implementation and approve financial and annual reports.
According to Fez News, the agreement aims to motivate employees and staff to ensure continuity in their work, enhance the administrative performance of the regional council, and implement its development plans. It also seeks to provide social services, including a housing support program for the council’s employees and staff.
To benefit from the support, the association’s board must prepare a procedural manual and a commitments booklet, which must be approved by the coordination and monitoring committee. The terms for providing the support and conditions for its recovery in case of withdrawal by the beneficiary have also been specified.
The agreement is expected to spark widespread debate in local circles, particularly given the size of the allocated amount and the details of disbursement and oversight. All eyes are now on the voting session for the agreement during the upcoming March session.
