Mohammed El Guerrouj, Director General of the National Agency for the Regulation of Cannabis-Related Activities, announced a resounding success in organizing and regulating the cultivation and production of cannabis in Morocco during 2024, confirming that no violations of the legal controls governing this sector were recorded.
El Guerrouj revealed, in press statements following the agency’s board meeting, that the regulated cannabis production reached about 4,000 tons over an area of approximately 2,169 hectares during the past year. He added that this achievement was realized while maintaining full compliance with the legal framework governing these activities.
The Director General indicated that the agency studied and processed 4,158 license applications during 2024, resulting in the granting of 3,371 licenses. These licenses were distributed between 3,056 licenses for 2,907 farmers for cannabis cultivation and production activities, in addition to 315 licenses for 158 operators in the fields of manufacturing, marketing, and export.
El Guerrouj emphasized the efforts made by the agency in cooperation with various concerned institutions, ministries, and local authorities to accompany and supervise farmers and investors, which contributed to ensuring compliance with legal controls.
Regarding the 2025 action plan, El Guerrouj explained that the agency will focus on accelerating the development and structuring of the cannabis sector and enhancing the competitiveness of the national product. The agency will also continue its efforts in the areas of support, supervision, and monitoring to ensure the continued success of this promising sector.
It is worth noting that Morocco began implementing a strategy to regulate the cultivation and use of cannabis for medical and industrial purposes in 2022, in a move aimed at achieving economic and social development in the concerned areas and raising the living standards of the groups associated with this cultivation.
