The Minister of Higher Education, Scientific Research and Innovation, Abdellatif Merawi, has issued new clarifications on the case of the disqualification of master’s students from passing the PhD competition at the Laboratory of Legal and Judicial Sciences at the Faculty of Legal, Economic and Social Sciences in Meknes.
In response to a parliamentary question submitted by consultant Khaled El Satti, Miraoui explained that the reason for this disqualification was that the students did not meet the required pedagogical gains according to the requirements of the doctoral course book.
He pointed out that the applicants whose applications were rejected had resorted to the judiciary, where they filed cases before the Administrative Court of Meknes and the Administrative Court of Appeal in Rabat, which issued rulings rejecting their applications.
Counselor Khaled Al-Satti had submitted a written question to the Minister of Higher Education, inquiring about the reasons for not including the names of family and law master’s students from the 2020 and 2021 cohorts in the lists invited to pass the doctoral competition, as Al-Satti explained that these students, despite meeting the required statutory requirements, were not called for the competition scheduled for November 20.
Al-Satti added that those affected resorted to a judicial commissioner to communicate their grievances to the college administration, in order to file an administrative lawsuit.
Al-Satti asked the Minister of Higher Education for clarification on the measures he will take to ensure the students’ right to participate in the match, and the measures that will be taken against the administrative authorities they consider responsible for this exclusion.
In his response, Merawi emphasized the ministry’s commitment to enhancing the quality of doctoral training and applying the principles of transparency and equal opportunities. He added that the ministry attaches great importance to the reform of the doctoral program to improve scientific research and innovation and train a new generation of researchers according to international standards, as part of the national plan to accelerate the transformation of the higher education, scientific research and innovation system.
For their part, the affected family and law master’s students considered that their exclusion from the initial selection lists has no legal basis, noting that they obtained their master’s degrees with rates that qualify them to pass the selection threshold.
