Baitas: “The School Education Law is a Critical Step for Shaping the Elites of the Future, and Sector Reform is Key to Any Revival” (Video)

On Thursday, the government council approved draft law No. 59.21 concerning school education, presented by the Minister of National Education, Pre-School Education, and Sports, Mohamed Saad Berrada.

In a press statement following the council’s meeting, Mustapha Baitas, the Minister Delegate to the Head of Government for Relations with Parliament and government spokesperson, explained that this draft law represents an important step in implementing the provisions of the Kingdom’s Constitution and the royal directives aimed at reforming the educational system. The project also aligns with the government’s commitment to the strategic reform vision for 2015-2030, in accordance with the provisions of Framework Law No. 51.17 regarding the education, training, and scientific research system.

Baitas emphasized that the project aims to achieve the goals of the major educational reform initiatives adopted by the government under the 2022-2026 roadmap. It also seeks to enable students to improve their educational levels and enhance their participation in extracurricular activities and education in civic values, with a focus on ensuring compulsory education and reducing school drop-out rates.

The minister added that the draft law aims to establish the “new school” model, which ensures equality, equal opportunities, and quality education for all students. This model is based on the project of leadership institutions that open their doors to all and work on human capital development.

Baitas also highlighted the key provisions of the draft law, which include setting the major directions for developing school education, organizing educational institutions, establishing pre-school education departments in the public sector, and defining the role of private education institutions in supporting the goals of the educational system. The project also includes amendments related to the pedagogical model used in educational institutions, as well as issues related to financing, management, governance, and relations with civil society.
