Rabat – Political consultations on the formation of Morocco’s new government entered their first phase on Wednesday, September 30, 2026, after Fatima Zahra Mansouri, the designated head of government tasked with forming the cabinet, began her first meetings with political parties by receiving a senior delegation from the National Rally of Independents (RNI) at the headquarters of the Authenticity and Modernity Party (PAM) in Rabat.
The National Rally of Independents delegation was led by party president Mohamed Choukri and included Rachid Talbi Alami and Mohamed Boussaid. Representing the Authenticity and Modernity Party, alongside Mansouri, were Ahmed Akhchichine, Abdellatif Ouahbi and Fouzi Lekjaa.
Following the meeting, Mohamed Choukri said that the consultations had been marked, in his words, by “clarity and frankness,” noting that the discussions addressed the future challenges facing Morocco, as well as the vision held by the designated head of government regarding the next phase and its challenges.
The president of the National Rally of Independents explained that his party was approaching these consultations with the public interest in mind, considering that the discussions were not limited to the distribution of ministerial portfolios, but also included the search for areas of understanding and joint work during the next phase.
Alongside the launch of the consultations, Mansouri opened a channel of communication with the Justice and Development Party (PJD), after holding a telephone conversation on Tuesday evening, September 29, with the party’s secretary-general, Abdelilah Benkirane, during which she invited him to a meeting. The party announced that Benkirane welcomed the invitation and left it to Mansouri to propose a suitable date.
This development comes at a time when the National Council of the Justice and Development Party had unanimously approved, during its extraordinary session held on September 26 in Bouznika, a decision to join the opposition and not participate in the upcoming government.
Following the National Council’s decision, Benkirane had confirmed that the party’s position on not participating in a government led by the Authenticity and Modernity Party had been settled at the leadership level of the Justice and Development Party, stressing that his party was heading toward an opposition he described as strong, reasonable and non-populist.
Thus, consultations on the formation of the new government are getting underway amid ongoing political contacts between the Authenticity and Modernity Party and the other political parties, as the contours of the understandings that will determine the composition of the next governing majority remain to be clarified, following the first meeting with the National Rally of Independents and the continuation of communication channels with the various political components.
These consultations come directly after King Mohammed VI appointed Fatima Zahra Mansouri as head of government on September 29 and tasked her with forming the new government, following the legislative elections in which the Authenticity and Modernity Party came first in the results.

Rabat – Les consultations politiques en vue de la formation du nouveau gouvernement marocain sont entrées dans leur première phase, mercredi 30 septembre 2026, après que Fatima Zahra Mansouri, cheffe du gouvernement désignée et chargée de former le gouvernement, a entamé ses premiers échanges avec les partis politiques en recevant une délégation dirigeante du Rassemblement national des indépendants (RNI) au siège du Parti Authenticité et Modernité (PAM) à Rabat.
La délégation du Rassemblement national des indépendants était conduite par Mohamed Choukri, président du parti, et comprenait Rachid Talbi Alami et Mohamed Boussaid. Pour le Parti Authenticité et Modernité, outre Mansouri, Ahmed Akhchichine, Abdellatif Ouahbi et Fouzi Lekjaa ont participé à la rencontre.
À l’issue de la réunion, Mohamed Choukri a déclaré que les consultations avaient été marquées, selon ses termes, par « la clarté et la franchise », précisant que les discussions avaient porté sur les défis futurs auxquels le Maroc est confronté, ainsi que sur la vision de la cheffe du gouvernement désignée concernant la prochaine étape et ses enjeux.
Le président du Rassemblement national des indépendants a expliqué que son parti abordait ces consultations en plaçant l’intérêt général au centre de ses préoccupations, estimant que les discussions ne se limitaient pas à la répartition des portefeuilles ministériels, mais portaient également sur la recherche de domaines d’entente et de travail commun au cours de la prochaine étape.
Parallèlement au lancement des consultations, Mansouri a ouvert un canal de communication avec le Parti de la justice et du développement (PJD), après avoir eu, mardi soir 29 septembre, un entretien téléphonique avec le secrétaire général du parti, Abdelilah Benkirane, au cours duquel elle l’a invité à une rencontre d’échange. Le parti a annoncé que Benkirane avait accueilli favorablement l’invitation, laissant à Mansouri le soin de proposer la date qui lui conviendrait.
Cette évolution intervient alors que le Conseil national du Parti de la justice et du développement avait approuvé à l’unanimité, lors de sa session extraordinaire tenue le 26 septembre à Bouznika, une décision de rejoindre l’opposition et de ne pas participer au prochain gouvernement.
Benkirane avait affirmé, à la suite de la décision du Conseil national, que la position du parti concernant sa non-participation à un gouvernement dirigé par le Parti Authenticité et Modernité avait été tranchée au niveau de la direction du Parti de la justice et du développement, soulignant que son parti s’orientait vers une opposition qu’il a qualifiée de forte, raisonnable et non populiste.
Ainsi, les consultations pour la formation du nouveau gouvernement débutent dans un contexte de contacts politiques continus entre le Parti Authenticité et Modernité et les autres formations politiques, dans l’attente de voir se préciser les contours des accords qui détermineront la composition de la prochaine majorité gouvernementale, après la première rencontre avec le Rassemblement national des indépendants et la poursuite des canaux de communication avec les différentes composantes politiques.
Ces consultations interviennent directement après la nomination, par le Roi Mohammed VI, le 29 septembre, de Fatima Zahra Mansouri à la tête du gouvernement et sa désignation pour former le nouveau gouvernement, à la suite des élections législatives au cours desquelles le Parti Authenticité et Modernité est arrivé en tête des résultats.
