Morocco from Abu Dhabi: A unified African effort to confront terrorism and transnational crime

On September 29, 2026, Morocco called for stronger African operational coordination to confront terrorism and transnational organized crime during the proceedings of the 15th United Nations Congress on Crime Prevention and Criminal Justice, held in Abu Dhabi with the participation of representatives from several countries and international organizations.

The Moroccan position was expressed during a high-level meeting devoted to the CONNECT initiative of the United Nations Office on Drugs and Crime, which aims to strengthen operational coordination and cooperation, particularly in West Africa and the Sahel region, to address the links between crime and terrorism. United Nations documents indicate that the initiative focuses on building coordination and information-sharing networks and strengthening joint capacities to confront cross-border threats.

Morocco’s Ambassador and Permanent Representative to the United Nations Office and international organizations in Vienna, Azzeddine Farhane, said that addressing security challenges in the Sahel and Sahara region requires, alongside the security approach, a comprehensive vision based on prevention, cooperation, and building trust among the various institutions concerned.

The Moroccan diplomat stressed the need to move from ad hoc cooperation and information-sharing to the establishment of permanent institutional mechanisms, allowing for the development of capacities to anticipate, prevent, and respond to transnational security threats.

Morocco also called for adapting the CONNECT initiative to national and African contexts and establishing partnerships based on priorities identified by African states themselves, thereby strengthening their national and regional capacities in combating organized crime and terrorism.

In this context, the Moroccan intervention focused on the growing links between terrorist groups, transnational organized crime networks, and separatist movements in the Sahel and Sahara region, calling for stronger exchanges of information and expertise and greater coordination among national, regional, and international institutions.

The discussion comes within the framework of the 15th United Nations Congress on Crime Prevention and Criminal Justice, hosted by Abu Dhabi, whose proceedings focus on crime prevention, criminal justice, the rule of law, and addressing evolving criminal threats.

Alongside Morocco, diplomatic representatives and officials from Burkina Faso, Egypt, Ghana, the European Union, Japan, and Italy participated in the meeting, as well as officials from Nigeria and the African Union.

Le Maroc a appelé, le 29 septembre 2026, au renforcement de la coordination opérationnelle africaine pour faire face au terrorisme et à la criminalité organisée transnationale, lors des travaux du quinzième Congrès des Nations Unies pour la prévention du crime et la justice pénale, organisé à Abou Dhabi avec la participation de représentants de plusieurs États et organisations internationales.

La position marocaine a été exprimée lors d’une réunion de haut niveau consacrée à l’initiative CONNECT de l’Office des Nations Unies contre la drogue et le crime, qui vise à renforcer la coordination et la coopération opérationnelles, notamment en Afrique de l’Ouest et dans la région du Sahel, afin de lutter contre les liens entre criminalité et terrorisme. Les documents des Nations Unies indiquent que l’initiative met l’accent sur la mise en place de réseaux de coordination et d’échange d’informations ainsi que sur le renforcement des capacités communes face aux menaces transnationales.

L’ambassadeur et représentant permanent du Maroc auprès de l’Office des Nations Unies et des organisations internationales à Vienne, Azzeddine Farhane, a affirmé que la lutte contre les défis sécuritaires dans la région du Sahel et du Sahara nécessite, en plus de l’approche sécuritaire, une vision globale fondée sur la prévention, la coopération et l’instauration de la confiance entre les différentes institutions concernées.

Le diplomate marocain a insisté sur la nécessité de passer d’une coopération circonstancielle et de simples échanges d’informations à la mise en place de mécanismes institutionnels et permanents, permettant de développer les capacités d’anticipation, de prévention et de réponse aux menaces sécuritaires transnationales.

Le Maroc a également appelé à adapter l’initiative CONNECT aux contextes nationaux et africains et à établir des partenariats fondés sur les priorités définies par les États africains eux-mêmes, afin de renforcer leurs capacités nationales et régionales dans le domaine de la lutte contre la criminalité organisée et le terrorisme.

Dans ce contexte, l’intervention marocaine a mis l’accent sur le développement des liens entre les groupes terroristes, les réseaux de criminalité organisée transnationale et les mouvements séparatistes dans la région du Sahel et du Sahara, appelant à renforcer l’échange d’informations et d’expertise ainsi que la coordination entre les institutions nationales, régionales et internationales.

Cette discussion intervient dans le cadre des travaux du quinzième Congrès des Nations Unies pour la prévention du crime et la justice pénale, accueilli par Abou Dhabi, dont les travaux portent notamment sur la prévention de la criminalité, la justice pénale, l’État de droit et la lutte contre l’évolution des menaces criminelles.

Ont pris part à cette réunion, aux côtés du Maroc, des représentants diplomatiques et des responsables du Burkina Faso, de l’Égypte, du Ghana, de l’Union européenne, du Japon et de l’Italie, ainsi que des responsables du Nigeria et de l’Union africaine.
