According to the neighbor’s statement—who resides on the first floor of the same building where the authority figure rents an apartment on the second floor—the dispute began at around 4:00 a.m., following what he described as a “sleepless night” caused by loud noise and blaring music coming from the “qaïd’s” apartment, disturbing the residents’ peace.
The speaker accused the authority figure of appearing in an “abnormal state” (intoxicated), claiming he witnessed an unfamiliar woman leaving the apartment in the presence of the housing complex’s security guards. He added that when he sought an explanation for the ongoing disturbance, he was allegedly attacked and struck on the head by the qaïd in the building’s stairwell, accompanied by threatening language, with the authority figure allegedly taking refuge behind his official status.
