The regular October session of the Rguia Commune, located in Taounate Province, saw widespread controversy following the rejection by ten members of the communal council of a motion on the agenda. The motion pertained to the study and approval of a partnership agreement between Taounate Province, the regional council, and several local communes in the province aimed at organizing a joint employment competition.
The opposing members rejected the agreement citing a lack of sufficient clarifications regarding the competition conditions and the method of distributing job positions among participating communes. They also pointed to what they described as the “marginalization of smaller communes” in favor of larger ones, along with the absence of clear and specific criteria for candidate selection and recruitment.
In contrast, the president of the communal council defended the agreement, considering the organization of a joint employment competition as a reformative step intended to rationalize spending, ensure transparency, and guarantee equal opportunities among the various territorial communes. He confirmed that the province and regional council would handle the logistical and administrative aspects to ease the burden on rural communes with limited resources.
Council member Jamal Toudi stated that his rejection along with several colleagues stemmed from what they perceived as attempts by the provincial governor to strip all powers from the local councils and empty political and communal work of its true essence. He emphasized that such initiatives reduce elected officials to mere implementers without any decision-making authority, which contradicts the spirit of the regulatory laws granting extensive powers to local communes.
This division within the council reflects differing views on the management mechanism for human resources in territorial communes, especially amid ongoing debates about withdrawing the authority to organize recruitment competitions from individual communes and replacing it with a joint recruitment system supervised by the province and regional council. Some view this as an infringement on the administrative autonomy of the communes, while others see it as a necessary step to guarantee efficiency and transparency in local public employment.
The matter is expected to return for discussion in upcoming sessions after referral to the relevant committees, pending a clear formulation of the final agreement and the determination of the position of the dissenting members within the council.
