According to their testimonies, these campaigns occur monthly, and in some cases weekly, by “specialized mafias” which they claim belong to “sensitive public institutions.” One owner indicated that this mafia exploits the lack of oversight to carry out systematic extortion operations, leading to significant financial and moral losses for the cafe owners.

Some cafe owners affirmed that they could play a significant role in attracting tourism to the city of Fes, but these persistent campaigns have pushed some of them to relocate to other cities in search of a more stable and law-abiding work environment.
In a disturbing development, one of the sources revealed collusion between some cafe owners and this mafia, where they direct the mafia to launch raid campaigns against competing cafes under flimsy pretexts such as “attracting minors,” “drug trafficking,” “harboring wanted persons,” or “the presence of prostitutes” among the customers.
The same source confirmed that this behavior has led to a breakdown of trust among cafe owners and created an unhealthy work environment characterized by unfair competition and extortion.
