Rabat – The General Delegation for Prison Administration and Reintegration (DGAPR) affirmed on Monday that authorizing the exit of detainees to visit sick relatives or attend the funerals of deceased family members falls exclusively within its competencies.
This clarification came in a statement responding to allegations relayed in a video by a former detainee on social media. In the video, the former detainee claimed that the DGAPR had no involvement in the exit of the detainee N.Z. to visit his hospitalized father, and that the decision was made by other parties. The DGAPR stressed that these remarks reflect the individual’s ignorance of the law governing the organization of prison establishments.
The DGAPR explained that the exit of detainees to visit sick relatives or attend the funerals of deceased family members is solely within its jurisdiction, in accordance with Article 218 of Law No. 10.23 concerning the organization and management of prison establishments, with the necessary agreement of the competent judicial authorities in cases involving individuals in pre-trial detention.
The delegation pointed out that exceptional exit permits are part of the humane treatment of inmates in prison establishments and the preservation of their family and social ties. It recalled that in 2023, for example, eight detainees benefited from permits to visit sick relatives either at home or in hospitals or clinics, in addition to twenty detainees who benefited from permits to attend the funerals of deceased relatives.
The DGAPR further stated that in 2024, three detainees benefited from exit permits to visit sick relatives, and 13 benefited from permits to attend the funerals of deceased relatives.
Regarding the detainee N.Z., the subject of the video, the delegation clarified that he had previously benefited from two exceptional prison exit permits: the first on June 30, 2021, to visit his father hospitalized in a clinic in Tangier, and the second on January 14, 2024, when he was transferred to Al Hoceima to visit his grandmother hospitalized in a clinic in the city.
Thus, the DGAPR affirmed that all inmates of prison establishments can benefit from exceptional exit permits, including those detained in connection with special cases, a significant number of whom have benefited from similar permits.
Concerning the material situation of staff, the delegation recalled having implemented a new internal regulation a few months ago, which allowed staff in the sector, across all ranks, to benefit from an increase in their allowances in recognition of their efforts to preserve the safety and security of prison establishments.
Regarding the allegation that a detainee was not informed of the death of a relative, the DGAPR emphasized that prison administrations inform inmates of deaths immediately after being notified and provide them with landline telephones to check on their families, the clarification concluded.
