Morocco – The Ministry of Health and Social Protection launched, on Thursday in Rabat, the Mental Health Plan 2030, as a national reference framework aimed at strengthening access to mental health services, improving the quality of care, and developing services provided in this field.
The plan comes as part of a new direction in the national public health policy, aimed at promoting mental health and preventing mental disorders, while supporting the rehabilitation and social integration of the people concerned.
By 2030, the plan seeks to increase mental healthcare capacity by raising the number of beds from 2,466 to approximately 4,728, increasing the number of psychiatric hospitals from 10 to 17 facilities, and expanding the number of intermediate care structures from 4 to 24. This is intended to help provide mental health services across the different regions of the Kingdom.
Minister of Health and Social Protection Amine Tahraoui affirmed that investment in mental health represents an investment in human capital, social cohesion, and individual dignity, stressing that mental health is no longer a secondary issue but has become one of the essential conditions for the success of social and development projects.
The minister explained that the plan is based on a number of transformations, including the adoption of early intervention and prevention throughout the different stages of life, while taking into account the specific circumstances of social vulnerability and providing support during old age.
The plan also aims to place mental health at the heart of the national healthcare system, enabling citizens to access care services as quickly as possible and close to their places of residence.
Regarding the implementation of the plan, the minister explained that 2026 will see the launch of structural reforms, while implementation will expand during the following years to cover different regions of the Kingdom. The year 2030 will serve as a milestone for assessing the actual changes achieved in citizens’ lives.
The plan also includes increasing the number of psychologists in the public sector from 32 to 786 specialists, raising the annual training capacity for psychiatrists from 36 to 124 doctors, and increasing the number of specialized mental health nurses trained each year from 490 to 750.
The plan also provides for the establishment of a legal framework regulating the profession of psychologist, as well as strengthening initial and continuing training, developing skills, and updating the legislative framework related to mental health.
The Mental Health Plan 2030 is expected to receive funding of approximately 4 billion dirhams to support the implementation of the various planned measures and actions.
The plan also focuses on bringing mental health services closer to citizens by strengthening the role of primary healthcare and intermediate structures, improving coordination with hospital and specialized institutions, and adopting a territorial organization that responds to the needs of the population.
The Mental Health Plan 2030 was prepared by the Ministry of Health and Social Protection as part of a participatory approach involving 13 ministerial departments and the various stakeholders concerned, with support from the World Health Organization.
The plan comprises three strategic pillars and four framework conditions, from which 86 actions and measures are derived, with the aim of establishing a more comprehensive and sustainable approach to mental health in Morocco.

Maroc – Le ministère de la Santé et de la Protection sociale a lancé, jeudi à Rabat, le Plan de santé mentale 2030, en tant que cadre national de référence visant à renforcer l’accès aux services de santé mentale, à améliorer la qualité de la prise en charge et à développer les services proposés dans ce domaine.
Le plan s’inscrit dans le cadre d’une nouvelle orientation de la politique nationale de santé publique, visant à promouvoir la santé mentale et à prévenir les troubles psychiques, tout en soutenant la réadaptation et l’intégration sociale des personnes concernées.
À l’horizon 2030, le plan vise à renforcer les capacités de prise en charge de la santé mentale, à travers l’augmentation du nombre de lits de 2 466 à environ 4 728 lits, et du nombre d’hôpitaux psychiatriques de 10 à 17 établissements, ainsi que l’augmentation du nombre de structures intermédiaires de 4 à 24 structures, contribuant ainsi à assurer des services de santé mentale dans les différentes régions du Royaume.
Le ministre de la Santé et de la Protection sociale, Amine Tahraoui, a affirmé que l’investissement dans la santé mentale constitue un investissement dans le capital humain, la cohésion sociale et la dignité des individus, soulignant que la santé mentale n’est plus une question secondaire, mais qu’elle est devenue l’une des conditions essentielles à la réussite des projets sociaux et de développement.
Le ministre a expliqué que le plan repose sur plusieurs transformations, notamment l’adoption d’une intervention précoce et de la prévention tout au long des différentes étapes de la vie, tout en tenant compte des spécificités de la vulnérabilité sociale et en accompagnant la période du vieillissement.
Le plan vise également à placer la santé mentale au cœur du système national de santé, afin de permettre aux citoyens de bénéficier des services de soins dans les meilleurs délais et à proximité de leurs lieux de résidence.
Concernant la mise en œuvre du plan, le ministre a précisé que l’année 2026 verra le lancement des réformes structurelles, tandis que le processus de mise en œuvre s’étendra au cours des années suivantes à différentes régions du Royaume. L’année 2030 constituera, quant à elle, une étape d’évaluation des changements effectivement réalisés dans la vie des citoyens.
Le plan prévoit également de porter le nombre de psychologues dans le secteur public de 32 à 786 spécialistes, et d’augmenter la capacité annuelle de formation des psychiatres de 36 à 124 médecins, ainsi que de porter de 490 à 750 le nombre d’infirmiers spécialisés en santé mentale formés chaque année.
Le plan prévoit également la mise en place d’un cadre juridique régissant la profession de psychologue, ainsi que le renforcement de la formation initiale et continue, le développement des compétences et la modernisation du cadre législatif lié à la santé mentale.
Le Plan de santé mentale 2030 devrait bénéficier d’un financement d’environ 4 milliards de dirhams, afin d’accompagner la mise en œuvre des différentes mesures et dispositions programmées.
Le plan repose également sur le rapprochement des services de santé mentale des citoyens, à travers le renforcement du rôle des soins de santé primaires et des structures intermédiaires, l’amélioration de la coordination avec les établissements hospitaliers et spécialisés, ainsi que l’adoption d’une organisation territoriale répondant aux besoins de la population.
Le Plan de santé mentale 2030 a été élaboré par le ministère de la Santé et de la Protection sociale dans le cadre d’une approche participative ayant associé 13 départements ministériels ainsi que les différents intervenants concernés, avec le soutien de l’Organisation mondiale de la Santé.
Le plan comprend trois axes stratégiques et quatre conditions-cadres, dont découlent 86 actions et mesures, dans le but d’instaurer une approche plus globale et durable de la santé mentale au Maroc.
