Central American Parliament Reiterates Strong Support for Morocco’s Territorial Integrity

Rabat: The President of the Central American Parliament (PARLACEN), Carlos René Hernández, reaffirmed the regional parliamentary organization’s unwavering support for the Kingdom of Morocco’s territorial integrity during talks held on Tuesday in Rabat with the Speaker of the House of Councillors, Mohamed Ould Errachid.

According to a statement from the House of Councillors, Mr. Hernández, who is on a working visit to the Kingdom at the head of a significant delegation, emphasized that this principled stance is fully in line with the core values adopted by PARLACEN, foremost among which are full respect for the sovereignty of states and non-interference in their internal affairs.

The statement added that the President of PARLACEN affirmed that the delegation’s scheduled visit to the city of Laayoune would be a “valuable opportunity” to witness firsthand the extent of the tangible economic and social development taking place in the Kingdom’s southern provinces. He also lauded the significant strategic position enjoyed by Morocco and the great respect it commands under the wise leadership of His Majesty King Mohammed VI, may God protect him, “making Morocco a strategic partner and a key hub towards the African continent and the Arab region for Central American countries.”

In this context, Mr. Hernández commended the “fruitful and constructive” ten-year track record of parliamentary cooperation between the House of Councillors and PARLACEN, and the “significant gains” achieved through this collaboration, both bilaterally and within multilateral forums. He also expressed his particular appreciation for the continuous institutional support provided by the House of Councillors to PARLACEN, especially concerning the organization of the regional forum on migration in the Dominican Republic and the economic and security forum planned to be held in El Salvador.

This meeting served as an important occasion to reaffirm the deep and strong relations between the House of Councillors and PARLACEN, and the increasing importance of strengthening parliamentary cooperation between the two institutions, particularly in light of the accelerating regional and international transformations and the consequent need to intensify coordination and exchange experiences in areas of common interest.

For his part, the Speaker of the House of Councillors expressed his “great satisfaction” with the advanced level reached in relations with this significant regional parliamentary organization, both bilaterally and within the framework of multilateral cooperation, reiterating the House’s full readiness to continue supporting PARLACEN’s institutional work and enhancing its capabilities.

Mr. Ould Errachid also expressed his deep appreciation for the complete consensus between the two sides regarding the holding of the regional conference on migration, scheduled to take place at the end of this month in the Dominican Republic, while also praising PARLACEN’s strong support for the initiatives launched by the House of Councillors, most notably the Africa-Latin America and Caribbean Parliamentary Forum “Afro-LAC,” and the Morocco-Latin America and Caribbean Economic Forum, in addition to other events falling within the framework of the House’s serious commitment to His Majesty the King’s insightful vision of strengthening South-South cooperation as a strategic choice, which has opened up promising prospects for partnership and the promotion of regional peace and stability.

Mr. Ould Errachid expressed his hope that the scheduled visit of the PARLACEN delegation to the city of Laayoune would provide a “direct” opportunity to closely observe the comprehensive development dynamics taking place in the southern provinces in various fields, thanks to the “unprecedented” major projects and structuring initiatives launched by His Majesty King Mohammed VI, may God grant him victory, particularly in vital sectors such as health, education, vocational training, and infrastructure including roads and ports, which have made the southern provinces a leading regional center and a development model “linking the Kingdom to its African depth, its European extension, and its connection with Latin America.”

He also emphasized the “effective and broad” participation of the people of the southern provinces in the management of their local affairs, both economically and politically, highlighting the widespread popular support enjoyed by the autonomy plan as the “sole serious and realistic solution” to this fabricated dispute.

At the conclusion of this important meeting, Mr. Carlos René Hernández presented a commemorative model to Mr. Mohamed Ould Errachid, in celebration of the tenth anniversary of the Moroccan legislative institution’s accession as a permanent observer member to PARLACEN, and in recognition and appreciation of the continuous institutional support provided by the House to this important parliamentary organization, which has made it an “advanced and strategic” partner for the Central American Parliament.

The meeting was attended by Councillor Abdelkader Salama, Vice-Speaker of the House of Councillors, and Councillors Abdelrahman Ouafa, member of the House Bureau, and Ahmed Lakhrief, the House’s representative to PARLACEN, along with the Secretary-General of the House, Assad Zerouali, and the Head of the Speaker’s Office, Mansour Lembarki.
