Digital Morocco 2030: An Ambitious Vision to Transform Public Services and Boost the Digital Economy

The Kingdom of Morocco has announced its new strategy “Digital Morocco 2030,” which aims to accelerate the country’s digital transformation and improve public services for citizens and businesses.

This strategy comes in response to Royal directives that emphasized the importance of the digital sector as a catalyst for economic growth and social progress. King Mohammed VI, in a message, stressed the need to provide the necessary financial and human resources to address digital challenges, noting that new technologies facilitate citizens’ access to services and reduce the need for physical visits to administrative offices.

The strategy revolves around two main axes:

  1. Digitalizing public services (E-Government) to better serve citizens and businesses.
  2. Energizing the digital economy to produce Moroccan digital solutions, creating added value and job opportunities.

The plan aims to achieve ambitious goals by 2030, including:

  • Ranking among the top 50 countries globally and first in Africa on the E-Government Development Index.
  • Achieving user satisfaction rates exceeding 80%.
  • Reducing request processing times by 50%.
  • Simplifying administrative procedures by 40%.

The strategy adopts a user-centric methodology, which includes creating a unified digital portal for administrative services and continuously measuring user satisfaction. The plan also involves analyzing the “user journey” to identify pain points and simplify procedures before digitalization.

The Ministry of Digital Transition will play a pivotal role in implementing this strategy, focusing on simplifying and digitalizing user journeys, enhancing user experience, and ensuring the security and privacy of electronic services. The Ministry will also provide digital identity solutions and online payment systems.

It’s worth noting that the strategy emphasizes the importance of leveraging African talent to develop digital solutions that respect local cultural and social contexts.

As Morocco moves towards a digital future, the biggest challenge remains the effective implementation of this ambitious strategy and achieving the desired goals within the specified timeframes.
