Fès – The Fès-Meknès Territorial Health Group entered, as of today, Tuesday, September 1, 2026, into the phase of effectively exercising its responsibilities, as part of the implementation of the reform of the national healthcare system and the reorganization of the management of public healthcare institutions at the regional level.
The General Directorate of the Fès-Meknès Territorial Health Group announced in a press release that this step represents a new organizational milestone in the reform of the healthcare sector, through the adoption of regional management aimed at strengthening coordination and complementarity among the various public healthcare institutions in the region.
Under this organization, the Fès-Meknès Territorial Health Group will be responsible for unifying, coordinating and managing public healthcare institutions within its territorial jurisdiction, according to an approach based on the integrated use of available resources across the different levels of care, starting with primary and local healthcare services, followed by provincial and regional hospitalization, and extending to specialized and university hospital services.
The Group’s entry into effective operation comes as part of the implementation of the provisions of Framework Law No. 06.22 concerning the national healthcare system, as well as Law No. 08.22 establishing territorial health groups. The latter provides for the creation of a public institution in each region of the Kingdom, with legal personality and financial autonomy, responsible for implementing the State’s health policy within its territorial jurisdiction.
The new organization aims to move from fragmented management of healthcare institutions toward an integrated regional model that places the needs of the population at the center of planning, programming and resource allocation, while working to ensure continuity of the healthcare pathway between different institutions and levels of care.
According to the statement, this approach also includes valuing and motivating healthcare human resources, including medical, nursing, administrative and technical staff, given their role in ensuring the success of the transition to the new regional healthcare organization.
The Group’s responsibilities, under the legal framework governing it, cover several areas, including healthcare provision, public health, training, research, innovation and administrative management.
The General Directorate of the Fès-Meknès Territorial Health Group affirmed that the implementation of this transformation will take place gradually and in an organized manner, while ensuring continuity of healthcare services provided to citizens, facilitating access to care and maintaining the normal functioning of healthcare institutions throughout the various stages of the transition.
It also affirmed its commitment to working in coordination with social partners, institutional stakeholders, territorial authorities and civil society organizations, with the aim of building an integrated regional healthcare system capable of responding to current and future health challenges.
The entry of the Fès-Meknès Territorial Health Group into the phase of effective operation represents a new step in the process of restructuring healthcare governance in the Kingdom, based on more integrated and coordinated regional management across the various levels of healthcare.
Fès – Le Groupement sanitaire territorial Fès-Meknès est entré, à compter d’aujourd’hui, mardi 1er septembre 2026, dans la phase d’exercice effectif de ses compétences, dans le cadre de la mise en œuvre de la réforme du système national de santé et de la réorganisation de la gestion des établissements publics de santé à l’échelle régionale.
La Direction générale du Groupement sanitaire territorial Fès-Meknès a annoncé, dans un communiqué de presse, que cette étape constitue une nouvelle phase organisationnelle dans le processus de réforme du secteur de la santé, à travers l’adoption d’une gestion régionale visant à renforcer la coordination et la complémentarité entre les différents établissements publics de santé relevant de la région.
Dans le cadre de cette organisation, le Groupement sanitaire territorial Fès-Meknès sera chargé d’unifier, de coordonner et de gérer les établissements publics de santé relevant de son ressort territorial, selon une approche fondée sur la complémentarité dans l’utilisation des ressources disponibles entre les différents niveaux de soins, en commençant par les services de soins de santé primaires et de proximité, en passant par l’hospitalisation provinciale et régionale, jusqu’aux services hospitaliers spécialisés et universitaires.
L’entrée en exercice effectif du Groupement intervient dans le cadre de la mise en œuvre des dispositions de la loi-cadre n° 06.22 relative au système national de santé, ainsi que de la loi n° 08.22 portant création des groupements sanitaires territoriaux. Cette dernière prévoit la création d’un établissement public au niveau de chacune des régions du Royaume, doté de la personnalité morale et de l’autonomie financière, chargé de mettre en œuvre la politique de santé de l’État dans son ressort territorial.
La nouvelle organisation vise à passer d’une gestion fragmentée des établissements de santé à un modèle régional intégré, plaçant les besoins de la population au centre de la planification, de la programmation et de la répartition des ressources, tout en œuvrant à garantir la continuité du parcours de soins entre les différents établissements et niveaux de santé.
Cette orientation comprend également, selon le communiqué, la valorisation et la motivation des ressources humaines du secteur de la santé, notamment les cadres médicaux, infirmiers, administratifs et techniques, compte tenu de leur rôle dans la réussite de la transition vers le nouveau modèle d’organisation sanitaire régionale.
Les compétences du Groupement, conformément au cadre juridique qui le régit, couvrent plusieurs domaines, notamment l’offre de soins, la santé publique, la formation, la recherche, l’innovation ainsi que la gestion administrative.
La Direction générale du Groupement sanitaire territorial Fès-Meknès a affirmé que la mise en œuvre de cette transformation se fera de manière progressive et organisée, tout en veillant à assurer la continuité des services de santé fournis aux citoyens, à faciliter l’accès aux soins et à préserver le fonctionnement normal des établissements de santé durant les différentes étapes de la transition.
Elle a également affirmé son engagement à travailler en coordination avec les partenaires sociaux, les acteurs institutionnels, les collectivités territoriales et les composantes de la société civile, afin de construire un système de santé régional intégré et capable de répondre aux défis sanitaires actuels et futurs.
L’entrée du Groupement sanitaire territorial Fès-Meknès dans la phase d’exercice effectif constitue une nouvelle étape dans le processus de restructuration de la gouvernance sanitaire au Royaume, sur la base d’une gestion régionale davantage intégrée et coordonnée entre les différents niveaux de soins.
