New York – Le Secrétaire général des Nations Unies, António Guterres, a alerté sur la montée rapide des discours de haine sur les plateformes numériques, estimant que les algorithmes et l’intelligence artificielle contribuent à amplifier de manière sans précédent les contenus clivants et violents.
Dans un message publié à l’occasion de la Journée internationale de lutte contre les discours de haine, il a indiqué que l’environnement numérique actuel favorise la diffusion accélérée de ces contenus, soulignant que certaines plateformes insuffisamment régulées, ainsi que les outils d’intelligence artificielle, participent à l’aggravation du phénomène.
Il a expliqué que de nombreux algorithmes donnent la priorité aux contenus suscitant la colère et la polarisation afin d’augmenter l’engagement et les interactions, ce qui contribue à la propagation de la désinformation et au renforcement des comportements hostiles en ligne.
Le responsable onusien a ajouté que les discours de haine constituent souvent une première étape vers la déshumanisation de groupes ou d’individus, pouvant conduire à des violences, des conflits et de graves violations des droits humains, notant qu’ils ciblent fréquemment les femmes, les migrants, les réfugiés et les personnes en situation de handicap.
Il a appelé à la mise en place de mesures concrètes pour limiter ce phénomène, notamment le renforcement de l’éducation numérique, l’autonomisation des utilisateurs pour identifier et rejeter les discours haineux, ainsi que le renforcement de la protection des groupes vulnérables et l’adoption de mesures plus strictes par les gouvernements et les entreprises technologiques.
Il a rappelé que le droit international oblige les États à lutter contre l’incitation à la haine et à promouvoir les valeurs d’inclusion et de solidarité, soulignant que la stratégie des Nations Unies et son plan d’action contre les discours de haine offrent un cadre opérationnel pour relever ces défis.
Enfin, António Guterres a insisté sur l’importance des principes mondiaux pour l’intégrité de l’information, visant à construire un espace numérique plus sûr et plus éthique, tout en garantissant la protection des droits humains face à la désinformation et aux menaces numériques susceptibles d’affecter les démocraties et les sociétés.

New York – United Nations Secretary-General António Guterres has warned about the rapid rise of hate speech on digital platforms, stating that algorithms and artificial intelligence are contributing to an unprecedented amplification of divisive and violent content.
In a message marking the International Day for Countering Hate Speech, he said the current digital environment is enabling the rapid spread of such content, noting that some insufficiently regulated platforms, along with AI tools, are contributing to the worsening of the phenomenon.
He explained that many algorithms prioritize content that triggers anger and polarization in order to boost engagement and interactions, thereby facilitating the spread of misinformation and encouraging hostile behavior online.
The UN chief added that hate speech often represents an early stage in the dehumanization of individuals and groups, which can lead to violence, conflict, and serious human rights violations, noting that it frequently targets women, migrants, refugees, and persons with disabilities.
He called for practical measures to curb the phenomenon, including strengthening digital literacy, empowering users to identify and reject hate speech, enhancing protection for vulnerable groups, and urging governments and technology companies to adopt stricter safeguards.
He stressed that international law obliges states to address incitement to hatred and promote inclusion and solidarity, highlighting that the United Nations strategy and action plan on hate speech provide a practical framework to tackle these challenges.
Guterres also emphasized the importance of the Global Principles for Information Integrity, aimed at building a safer and more ethical digital space while safeguarding human rights and countering misinformation and digital threats that may impact democracies and societies
