Scandal of Public Funds Waste: School Transport Vehicles in Fes-Meknes Disabled Due to Mismanagement

Fes, Morocco – October 1, 2025 – Mohamed El Hashemi revealed a scandal involving the mismanagement of public funds related to a project for purchasing school transport vehicles in the Fes-Meknes region. Administrative decisions lacking foresight have resulted in these vehicles being out of service and left idle for years without benefit. This revelation raises serious questions about governance and accountability in managing public projects in the region.

The issue revolves around the Fes-Meknes region purchasing a number of school transport vehicles and handing them over to the Regional Academy of Education and Training. The academy, in turn, delivered these vehicles to local municipalities, without addressing the fundamental question of how these municipalities would manage vehicles that are not their property. El Hashemi points out that the law prohibits municipalities from spending funds on vehicles they do not own, creating a legal and administrative dilemma that prevents the operation of these vehicles.

El Hashemi provides a concrete example of this waste, referring to a vehicle with a red license plate (M rouge) belonging to the Regional Academy, which has been parked in the Beni Oulad municipality’s parking lot for years. This vehicle, intended to serve the students of the area, has become nothing more than an unused shell due to the municipality’s legal incapacity to operate it. The municipality’s request to transfer ownership of the vehicle as a donation was rejected, worsening the problem and keeping the vehicle out of service.

This situation raises questions about how these vehicles are fueled and maintained in case of breakdowns, given the legal constraints preventing municipalities from spending on assets they do not own. El Hashemi describes this case as a “microcosm of public funds waste due to lack of governance,” urging a comprehensive review of public project management mechanisms to ensure the optimal use of available resources and avoid their waste.

This disclosure comes amid growing calls to enhance transparency and accountability in managing public affairs in Morocco, as authorities strive to fight corruption and improve public service quality.
