The fifth session of the February 2024 regular meeting of the Moulay Yacoub Municipal Council witnessed an unfortunate incident where the Council’s Fourth Deputy, Mrs. Nabila Bahlouli, was subjected to inappropriate language and verbal abuse from an opposition councilor, specifically the Vice President of the Public Facilities and Services Committee.
In this context, Mr. Youssef Baba, First Deputy President of the Council, stated that this behavior contradicts public service ethics and undermines the constitutional session. He referred to Article 64 of Organic Law No. 113.14 relating to territorial communities, which regulates procedures for dealing with such violations.
According to the law, the Provincial Governor or their representative can, through the Council President, correspond with the concerned member to provide written clarifications within a period not exceeding 10 days. If the violation is proven, the matter can be referred to the Administrative Court to consider dismissing the concerned member.
It is worth noting that this incident comes in the context of tensions the council has witnessed since last October’s session, necessitating legal measures to ensure the proper institutional functioning that respects the dignity of all members.
