La prison locale de Ras El Ma, située à Fès, a accueilli le mercredi 25 mars 2026 un colloque national במסגרת du programme “L’Université dans les prisons”, dans sa quinzième édition printanière, consacré au thème de “la contribution des peines alternatives à la réinsertion et à la réduction de la récidive”, avec la participation de responsables judiciaires, d’universitaires et de représentants de la Délégation générale à l’administration pénitentiaire et à la réinsertion.
The local prison of Ras El Ma in Fes hosted on Wednesday, March 25, 2026, a national conference as part of the “University in Prisons” program in its fifteenth spring edition, dedicated to the theme of “the contribution of alternative sentences to reintegration and the reduction of reoffending,” with the participation of judicial officials, academics, and representatives of the General Delegation for Prison Administration and Reintegration.

Cette initiative s’inscrit dans les efforts visant à développer la politique pénale au Maroc, à travers le renforcement des alternatives aux peines privatives de liberté et l’adoption d’approches modernes misant sur la réinsertion des détenus et la réduction des taux de récidive, en cohérence avec les évolutions observées à l’échelle nationale et internationale.
This initiative is part of efforts to develop criminal policy in Morocco by strengthening alternatives to custodial sentences and adopting modern approaches focused on reintegrating inmates and reducing reoffending rates, in line with developments observed at both national and international levels.

La séance d’ouverture a connu la présence de plusieurs responsables, dont le directeur régional de la Délégation générale à l’administration pénitentiaire et à la réinsertion dans la région Fès-Meknès, le président de l’Université Sidi Mohamed Ben Abdellah, ainsi que le doyen de la Faculté des sciences juridiques, économiques et sociales de Fès, mettant en avant l’importance de ce chantier de réforme pour promouvoir une justice plus efficace et équitable.
The opening session was attended by several officials, including the regional director of the General Delegation for Prison Administration and Reintegration in the Fes-Meknes region, the president of Sidi Mohamed Ben Abdellah University, as well as the dean of the Faculty of Legal, Economic and Social Sciences of Fes, highlighting the importance of this reform project in promoting a more effective and fair justice system.

Le programme du colloque a également comporté plusieurs interventions scientifiques abordant les dimensions juridiques, religieuses, philosophiques et sociologiques des peines alternatives, avec un accent sur leur rôle dans la promotion de la réinsertion sociale et le renforcement des garanties juridiques qui y sont liées, ainsi qu’une analyse des évolutions de la politique pénale au Maroc.
The conference program also included several academic presentations addressing the legal, religious, philosophical, and sociological dimensions of alternative sentences, with a focus on their role in promoting social reintegration and strengthening related legal safeguards, as well as analyzing changes in Morocco’s penal policy.

Dans le même contexte, la mise en œuvre pratique de ces peines a été abordée à travers les interventions de représentants du parquet, de la magistrature et de la Délégation générale à l’administration pénitentiaire, mettant en lumière les rôles institutionnels et les défis liés à l’application de ce chantier sur le terrain, notamment en ce qui concerne son efficacité et l’atteinte des objectifs escomptés.
In the same context, the practical implementation of these sentences was discussed through contributions from representatives of the public prosecution, the judiciary, and the General Delegation for Prison Administration, highlighting institutional roles and challenges related to applying this reform on the ground, particularly regarding its effectiveness and the achievement of its intended goals.

L’organisation de ce colloque reflète une orientation croissante vers l’adoption d’approches alternatives en matière de justice pénale, visant à établir un équilibre entre dissuasion et réinsertion, contribuant ainsi à améliorer l’efficacité du système judiciaire et à renforcer la protection de la société.
