Morocco – The Moroccan Association for Governance and Human Rights – National Office has called on the Minister of Higher Education, Scientific Research and Innovation, Azzedine El Midaoui, to expedite the scheduling of the oral interview process for appointing the presidents of Sultan Moulay Slimane University and Moulay Ismail University, in order to end the interim management phase that has continued for some time at both institutions.
Maroc – L’Association marocaine pour la gouvernance et les droits de l’Homme – Bureau national a appelé le ministre de l’Enseignement supérieur, de la Recherche scientifique et de l’Innovation, Azzedine El Midaoui, à accélérer la fixation de la date des entretiens oraux relatifs à la nomination des présidents de l’Université Sultan Moulay Slimane et de l’Université Moulay Ismail, afin de mettre fin à la phase de gestion par intérim que connaissent les deux établissements depuis un certain temps.

In an official letter addressed to the minister, the association stated that this request falls within the framework of ensuring the normal functioning of university institutions and the continuity of public service. It recalled that the joint announcement published in Official Gazette No. 7440 dated September 18, 2026, opened applications on the same day for the presidency of three universities: Sultan Moulay Slimane University, Moulay Ismail University, and Ibn Tofail University.
Dans une correspondance officielle adressée au ministre, l’association a précisé que cette demande s’inscrit dans le souci de garantir le fonctionnement normal des établissements universitaires et la continuité du service public. Elle a rappelé que l’annonce conjointe publiée au Bulletin officiel n° 7440 du 18 septembre 2026 a ouvert, le même jour, les candidatures à la présidence de trois universités : l’Université Sultan Moulay Slimane, l’Université Moulay Ismail et l’Université Ibn Tofail.

The association noted that a president had already been appointed for Ibn Tofail University, as well as for Ibn Zohr University. It considered that the delay in finalizing the appointment process for the remaining two universities could raise issues related to governance and administrative management, both at the level of the university presidencies and within several affiliated institutions and faculties, some of which are also being run on an interim basis.
L’association a indiqué qu’un président avait déjà été nommé à l’Université Ibn Tofail, ainsi qu’à l’Université Ibn Zohr. Elle estime que le retard dans l’achèvement de la procédure de nomination pour les deux universités restantes pourrait soulever des problématiques liées à la gouvernance et à la gestion administrative, tant au niveau des présidences qu’au sein de plusieurs établissements et facultés qui leur sont rattachés, dont certains sont également dirigés par intérim.

The letter emphasized that Sultan Moulay Slimane University has been managed on an interim basis for more than two years, specifically since November 5, 2024, describing this situation as abnormal and calling for it to be addressed as soon as possible to avoid any potential impact on academic and administrative operations.
La correspondance a souligné que l’Université Sultan Moulay Slimane est gérée par intérim depuis plus de deux ans, précisément depuis le 5 novembre 2024, qualifiant cette situation d’anormale et appelant à y remédier dans les plus brefs délais afin d’éviter toute incidence éventuelle sur le fonctionnement académique et administratif.

The association also warned that the approaching end of the current governmental term, and the potential transition into a caretaker government phase, could limit the authority to make senior appointments, which might result in the continuation of interim management for an additional period until a new government is formed.
L’association a également averti que l’approche de la fin du mandat gouvernemental actuel, et l’éventuelle entrée dans une phase de gestion des affaires courantes, pourraient restreindre les prérogatives de nomination aux hautes fonctions, ce qui risquerait de prolonger la gestion par intérim jusqu’à l’installation d’un nouveau gouvernement.

The association concluded its letter by stressing the urgent nature of the request, calling for the two competitions to be granted the same importance as that given to the appointment of other university presidents, in line with the principles of good governance and sound management of university affairs.
L’association a conclu sa correspondance en soulignant le caractère urgent de la demande, appelant à accorder aux deux procédures la même importance que celle accordée à la nomination d’autres présidents d’université, conformément aux principes de bonne gouvernance et de bonne gestion des affaires universitaires.
