Boulemane – Mohamed Chouki, a Member of Parliament representing the Boulemane constituency, has submitted a written question to the Ministry of National Territory Planning, Urban Planning, Housing and City Policy regarding the difficulties faced by rural residents in accessing support for self-construction housing.
This support falls within the framework of the National Direct Housing Support Program, which runs until 2028 and aims to broaden access to decent housing for a larger segment of the population.
The parliamentarian explained that rural inhabitants encounter multiple obstacles that prevent them from benefiting from this support, raising questions about the measures the Ministry intends to take to overcome these challenges.
Chouki focused in particular on the issue of collective (communal) lands and land registration, considering that this situation hampers the integration of rural populations into the self-construction support scheme. He stressed the need to guarantee fair access to decent housing.
He also questioned the possibility of adapting eligibility conditions to the specific characteristics of rural areas, with particular attention to provinces where collective land tenure predominates, including Boulemane Province.
In this regard, Chouki described Boulemane as a clear example of the problem, noting that collective lands are widespread across many of its rural communes. This reality limits local residents’ access to housing support, despite their pressing need for adequate housing.
The MP further pointed out that the government’s program to expand access to housing faces structural constraints, which are especially evident in issues related to land status and registration.
He added that the requirement for registered land ownership—one of the conditions for benefiting from self-construction support—does not align with the realities of rural areas, where a significant portion of land remains unregistered or falls under collective ownership.
In concluding his question, Chouki called for the adoption of practical and flexible solutions and urged that the specificities of rural areas be taken into account, in order to ensure the effectiveness of the support program and achieve territorial equity.
