National Press Council Law Sparks Controversy in the House of Councillors… Opposition Walks Out During Vote

Opposition parties and groups walked out during a session at the House of Councillors dedicated to voting on the draft law concerning the reorganization of the National Press Council. The walkout followed their demand to return the bill to the relevant committee for further discussion and amendments, as well as a call to refer the text to the Constitutional Court.

The decision to withdraw was announced by the head of the Moroccan Labor Union (UMT) parliamentary group, Nour Eddine Sleik. The session was temporarily suspended at the request of the opposition groups to allow internal consultations, according to parliamentary interventions made during the voting stage.

This process has been accompanied by criticisms from professional and union entities representing the sector, who argued that passing the draft law without amendments raises concerns regarding the nature of self-regulation and its guarantees. In this context, statements were issued by five organizations expressing that proceeding with the text in its current form raises questions about the independence of the self-regulatory body and its authority.

The organizations that expressed positions on this matter include:

  • The Moroccan National Journalists’ Union
  • The Moroccan Federation of Newspaper Publishers
  • The National Union of Media, Press, and Communication (affiliated with UMT)
  • The National Union of Media and Press (affiliated with the Democratic Labor Confederation)
  • The Moroccan Confederation of Newspaper and Online Media Publishers

At the parliamentary level, the Committee on Education, Cultural, and Social Affairs in the House of Councillors approved the draft law with a majority of 6 votes to 5, after rejecting amendments proposed by the opposition within the committee. This contributed to widening the debate on the management of this legislative project both within and outside the legislative institution.
