Rabat: The Ombudsman Institution Officially Joins the National Portal for the Right to Access Information (PNDAI)

Rabat – December 1, 2025

The Ombudsman Institution of the Kingdom signed, on Monday, December 1, 2025, at its headquarters in Rabat, an agreement for official membership in the “National Portal for the Right to Access Information” (PNDAI), overseen by the Commission on the Right to Access Information (CDAI).

The signing of this agreement came at the conclusion of a joint working meeting between the two institutions dedicated to exploring ways to strengthen cooperation in consolidating administrative transparency and protecting the right of service users to access public information in accordance with Law No. 31.13.

Under this membership, the Ombudsman Institution becomes an integral part of the national electronic platform that enables Moroccan citizens and foreigners legally residing in Morocco to:

  • Submit requests for information electronically;
  • Track the progress of requests in real time;
  • File complaints related to refusal or delay in providing information;
  • Benefit from a centralized database ensuring speed and transparency.

The National Portal will also provide accurate statistics and indicators for relevant bodies, helping to evaluate the performance of administrations and develop the quality of public services.

During the meeting, both parties agreed to strengthen future partnership through:

  • Coordinating efforts to monitor the commitment of administrations, public institutions, and territorial communities to implementing Law 31.13;
  • Exchanging expertise and experiences in handling complaints related to the right of access to information;
  • Organizing joint awareness and training activities for employees and service users.

Both institutions affirmed that this step falls within the shared vision of establishing a modern and open administration based on the principles of transparency, linking responsibility with accountability, and placing citizens at the heart of public policies, thereby enhancing institutional convergence and integration in the governance of information and protection of service users’ rights.

This partnership is considered a new step in the path of strengthening participatory democracy and the right to access information as a fundamental pillar of the rule of law in Morocco.
