140 Billion Dirhams for Health and Education Sectors: Ministerial Council Approves Opening New University Hospitals and Upgrading 90 Hospitals

The ministerial council, chaired today, Sunday, October 19, 2025, by His Majesty King Mohammed VI in Rabat, approved a total budget allocation of 140 billion dirhams for the health and national education sectors as part of the general orientations of the 2026 Finance Bill.

The Minister of Economy and Finance confirmed during her presentation that in 2026, focus will be placed on increasing the budgetary effort for these two sectors, with the creation of more than 27,000 new financial positions to support them.

In the health sector, emphasis will be on improving healthcare infrastructure by:

  • Opening two university hospital centers in Agadir and Laayoune.
  • Completing construction and equipping the Ibn Sina Hospital in Rabat.
  • Continuing construction of university hospital centers in Beni Mellal, Guelmim, and Errachidia.
  • Launching a rehabilitation and modernization project for 90 existing hospitals.

In parallel, efforts will accelerate the implementation of the roadmap for reforming the educational system.

In a related context, the ministerial council approved a draft decree aimed at adapting the organization and management of the Royal School of Military Health to the texts related to national health system reform. This includes allowing admitted candidates to benefit from the financial status granted to cadets and establishing a “Scientific Research Council” within the school.
