At the beginning of the current month, elements of the National Brigade of Judicial Police raided the offices of several heads of local councils as part of investigations into cases bearing suspicions of financial and administrative corruption, along with scandals related to urban planning permits. The operations included taking official statements from senior elected officials before referring them to the competent judicial authorities. These investigations spanned across regions including Tangier-Tetouan-Al Hoceima, Marrakech-Safi, Rabat-Salé-Kénitra, and Fès-Meknès.
Information indicates that the urban planning sector within the targeted councils recorded unprecedented levels of violations and irregularities. These included issuing building permits over plots resulting from illegal subdivision, granting unlawful administrative certificates for selling or registering land plots stemming from illegal parceling, and some deputy heads issuing construction permits without proper authorization. Additionally, individualized permits were granted without adhering to the binding opinions of urban agencies, affecting buildings in prohibited construction zones or those not conforming to urban planning designs, restructuring plans, and the specific regulations of concerned subdivisions.
Senior elected officials in some major cities have been likened to forming “gangs” within the urban planning sector, enriching themselves significantly, as the sector’s financial liquidity is high and yields considerable profits for its stakeholders.
The central services of the Ministry of Interior, having received numerous direct complaints, anonymous letters, and grievances, referred more than 11 files to the judiciary at the start of the month, with expectations of new files related to further violations committed by senior elected officials, including some parliamentarians.
The completed inspections, covering various aspects of financial and administrative management within territorial communities, exposed many irregularities and failures, especially in the execution of public procurement. These shortcomings resulted in delays or setbacks in implementing several development projects.
These measures demonstrate the authorities’ resolve to combat corruption, restore trust in local administration, and ensure strict enforcement of the law for all officials without exception.
