New Regional Company for Water, Electricity, and Sanitation Management in Fès-Meknès Launches with New Budget and Comprehensive Restructuring

On Tuesday, July 8, 2025, the first board meeting of the newly established multi-service regional company for Fès-Meknès was held under the chairmanship of Mr. Abdelghani Sebbar, Acting Wali of the Fès-Meknès region and Chairman of the Board. The meeting was attended by the company’s newly appointed General Manager, Mr. Mohamed Chaoui, the President of the Fès-Meknès Regional Council, the President and deputies of the Fès-Meknès Territorial Communities Group for Distribution, as well as representatives from the Ministry of Interior, Ministry of Economy and Finance, Ministry of Equipment and Water, Ministry of Energy Transition and Sustainable Development, the National Office of Electricity and Drinking Water, and the Regional Secretary General.

At the outset, Mr. Sebbar congratulated Mr. Chaoui on the confidence placed in him by the central authorities and praised his professional competence and experience in managing public utilities, emphasizing that his appointment guarantees a successful and effective launch for the young company.

Mr. Sebbar highlighted the strategic importance of the multi-service regional company as an institutional lever for implementing reforms in the water and electricity distribution sectors and the management of sanitation services. This is in line with the implementation of Law No. 83.21 concerning multi-service regional companies, the advancement of regionalization, and the enhancement of public utility governance through unified regional management.

He explained that this reform represents a qualitative shift in managing vital sectors and paves the way toward sustainable development, natural resource protection, and reducing regional disparities in access to quality distribution services. This will be achieved by enabling the territorial communities group to delegate the management of these services to the company through a management contract, supported directly by the Ministry of Interior.

During the meeting, several key items were approved, including the management contract and its annexes, the 2025 investment and operating budget, the company’s organizational structure, the procedures manual, the company’s registered office location, and its visual identity (logo).

The official launch of the company’s activities was announced to begin on July 15, 2025. From that date, the company will assume responsibility for managing drinking water distribution, electricity, and sanitation services across the Fès-Meknès region, taking over from the independent water and electricity distribution agencies in Fès, Meknès, and Taza, as well as the National Office of Electricity and Drinking Water, whose mandates will end upon the new management contract’s implementation.

Employees from the previous institutions will be transferred to the new company with full preservation of their professional and social benefits, including salaries, allowances, health coverage, and retirement plans.

In his closing remarks, Mr. Sebbar called on all regional and institutional stakeholders to support the General Manager in implementing the company’s organizational structure across the region’s provinces and prefectures. He urged collective efforts to develop an action plan that addresses the priorities and expectations of the region’s residents, ensuring the success of this major reform initiative and achieving the efficiency, quality, and sustainability of distribution services.

He also commended the significant efforts of the technical and administrative teams across the involved sectors and called for continued dedication to successfully establish this new management model, which represents a fundamental step in modernizing and improving public utility services in line with the aspirations of the people of Fès-Meknès.
