National Observatory for Citizenship Praises Abdellatif Hammouchi’s Efforts in Modernizing the Security Sector and Condemns Smear Campaigns

Rabat – July 3, 2025

The Vice President of the National Observatory for Citizenship and the Ethics of Public Life praised the significant and ongoing efforts led by Mr. Abdellatif Hammouchi, Director General of National Security, to modernize the security sector and enhance transparency and the quality of citizen reception.

In a statement, the Vice President affirmed that the approach adopted by Mr. Hammouchi has brought a “qualitative leap” in the performance of the security institution, transforming it from a traditional apparatus into a modern model centered on serving citizens and guaranteeing their fundamental rights. He said, “Under Mr. Hammouchi’s leadership, the security sector has become an international example admired for the quality of treatment, efficiency of performance, and respect for rights and freedoms within the legal framework.”

He highlighted that the tangible improvements in reception facilities across various security departments and districts reflect a firm commitment to establishing a new relationship based on trust between citizens and the security institution, thereby contributing to strengthening the resilience and stability of the state.

Condemnation of Systematic Smear Campaigns

In this context, the Observatory strongly condemned the ongoing smear campaigns targeting security officials who have proven their competence and integrity, foremost among them the Director General of National Security. The Observatory considered these orchestrated attacks as attempts by forces hostile to Morocco’s development to undermine the stability of the security institution and erode the trust it enjoys among citizens.

The Observatory also praised the strategic vision of the General Directorate of National Security, which is based on:

  • Digitization and Simplification of Procedures: Modernizing administrative processes to facilitate citizens’ access to security services.
  • Respect for Citizen Dignity: Ensuring respectful treatment of users, especially when filing complaints or grievances.
  • Effective Communication: Paying special attention to vulnerable groups and people with special needs, facilitating their interaction with security services.
  • Security in Service of the Citizen: Emphasizing that the ultimate goal of the security institution is to serve and protect the citizen, not merely to maintain public order.

The Vice President concluded by stating that this profound transformation in managing the security sector is a source of pride for Morocco and its people. It represents a successful model of institutional reform based on good governance and accountability, deserving documentation and presentation as a pioneering experience at both national and international levels.
