The National Association of Education PhDs has addressed the national public and all responsible parties, including the Ministry of National Education, the signatory unions, and the Prime Minister, reaffirming its position on the settlement of the status of PhDs working in the education sector, highlighting the following points:
- A reminder that the January 18, 2022 agreement calls for a comprehensive settlement of the status of Ministry of Education employees holding PhDs, through their appointment as “Research Professors” equivalent to university researchers and senior training center staff, without any conditions or restrictions.
- Confirmation of the new agreement dated January 14, 2023, which outlined the major provisions of the new statutory framework within the education sector, including the establishment of the “Professors of Education and Training” body within the education and teaching authority. This aims to redress the long-standing injustice suffered by PhDs, especially following the previous agreements covering three cohorts (2010, 2011, 2012), and calls on the Ministry to compensate this group for years of marginalization.
- A demand for the immediate announcement of the results for the first cohort of 2024, which has been delayed until 2025, alongside a call to increase the number of positions for the remaining two cohorts to at least 3,000 positions each.
- An emphasis that the delay in implementing the “Research Professor” status represents a double loss: first, for the Ministry, which misses the opportunity to improve the quality of education; and second, for the nation, which is deprived of benefiting from its highly qualified elite—especially as Morocco faces significant educational challenges, with international rankings not reflecting the true competence of its academic staff.
In conclusion, the Association urges the Ministry of National Education and the government to expedite the implementation of previous agreements and bring a final resolution to this file, which has been pending for over 25 years. It also calls on all sector PhDs to unite and prepare for any future necessary actions.
