Moroccan Sahara: UN Fourth Committee Adopts New Resolution Referencing Resolution 2797

New York – The Fourth Committee of the United Nations General Assembly adopted its annual resolution on the Moroccan Sahara issue on Thursday, October 15, 2026, with 152 votes in favor, two against, and seven abstentions. According to information reported by Moroccan media outlets, the vote was an unusual development among the draft resolutions considered by the Committee this year.

The resolution is of particular significance, according to the information available about it, because it refers to Security Council Resolution 2797, adopted on October 31, 2025, concerning the Sahara issue and the extension of the mandate of the United Nations Mission for the Referendum in Western Sahara (MINURSO) until October 31, 2026.

The vote followed a request submitted by the United States mission, according to media reports. The annual draft resolution on the Sahara had traditionally been adopted without a vote, as part of a consensus-based practice that had continued since 2006. According to the same sources, the request for a vote covered all 23 draft resolutions submitted to the Fourth Committee, including texts that had traditionally been adopted by consensus.

Morocco voted in favor of the resolution, alongside 151 other countries, according to the announced tally. The vote took place within the framework of the UN-led process aimed at reaching a political solution to the Sahara issue, with the participation of the parties concerned.

According to the information provided about the text, it emphasizes the responsibility of the four parties — Morocco, Algeria, Mauritania, and the Polisario Front — to engage in the political process in good faith. It also supports the efforts of the United Nations Secretary-General’s Personal Envoy to achieve a realistic, lasting, and mutually acceptable political solution, in accordance with the relevant Security Council resolutions.

The resolution also reiterates, according to the cited text, the call for political will and the creation of conditions conducive to dialogue, with the aim of engaging in more intensive negotiations in good faith and without preconditions, while taking into account the efforts and developments in the matter since 2006.

The information provided about the resolution indicates that the reference to Resolution 2797 comes amid recent developments in the UN-led process, including diplomatic initiatives and negotiations reportedly held in Washington and Madrid.

It should be recalled that the adoption by the Fourth Committee of a resolution on the Sahara issue forms part of the United Nations General Assembly’s process. The Security Council, meanwhile, remains the body responsible for decisions concerning MINURSO and the specific UN framework governing the issue. Distinguishing between decisions adopted by the two bodies is essential to understanding the legal and political nature of each resolution.
