The Director General of National Security and Territorial Surveillance, Abdellatif Hammouchi, received today, Wednesday, April 23, 2025, in his office in Rabat, Major General Luis Báez Penero, Head of Intelligence of the Spanish Civil Guard, who was accompanied by a high-level security delegation.

This visit is of particular importance as it is the first international tour undertaken by this high-ranking Spanish security official since his appointment. He chose the Kingdom of Morocco as his first destination to emphasize the strength of the strategic cooperation relations between the two countries, especially in the fields of counter-terrorism and transnational organized crime.

The discussions between the Director General of National Security and Territorial Surveillance and the Spanish official focused on ways to develop bilateral cooperation mechanisms in the security field and strengthen the partnership between the two countries in a manner that ensures the synergy and coordination of efforts to confront the security challenges posed by the common regional environment and terrorist risks in global tension zones, particularly in the Sahel and Sahara region.

The bilateral talks between the two sides also reviewed the various joint security operations between Morocco and Spain, which have proven successful and effective in neutralizing security threats at the regional and international levels. Additionally, they discussed coordination mechanisms and the strengthening of bilateral efforts to ensure the success of the 2030 FIFA World Cup, which will be hosted by Morocco, Spain, and Portugal, particularly with regard to neutralizing risks and threats to public safety.

This meeting underscores the great importance of Moroccan-Spanish bilateral cooperation in the security field, as it constitutes an effective and regular model of cooperation between the two countries in the fight against terrorism, extremism, and illegal immigration. It also reflects the firm conviction of both countries to work on coordination and proactiveness to reduce various common threats and risks.
