Ministry of Health Announces Significant Financial Increases for Scientific Attachés Under New Statute, Reaching Up to 18,000 Dirhams Monthly

In a move aimed at enhancing the role of scientific attachés (medical assistants) and encouraging them to continue their research and mentoring efforts, the Ministry of Health and Social Protection has announced the implementation of a new compensation system under the specific statute for the Scientific Attaché Corps. This system, published in the latest issue of the Official Gazette, includes significant financial increases, including monthly allowances for research and mentoring.

Details of the New Compensation System

According to Article 13 of the new statute, scientific attachés will receive two main allowances: one for research and another for mentoring. The increase stipulates that first-degree scientific attachés (ranks 1 to 5) will receive a monthly allowance of 4,996 dirhams for both research and mentoring, effective from January 1, 2024. These allowances are set to be revised starting January 1, 2025, with the mentoring allowance reaching 5,540 dirhams, while the research allowance will remain the same.

For scientific attachés ranked 6 and above, they will receive a retroactive allowance of 6,787 dirhams for mentoring, starting from January 1, 2024. By early 2025, their research and mentoring allowance will increase to 7,316 dirhams.

Compensation for Distinguished Scientific Attachés

Distinguished scientific attachés will receive monthly financial allowances of 8,883 dirhams for both research and mentoring starting from January 1, 2024. In 2025, these allowances will rise to 9,446 dirhams for both research and mentoring.

Additional Allowances and Further Adjustments

The total minimum compensation for research and mentoring is expected to reach 9,992 dirhams monthly, while the maximum amount could go up to 18,892 dirhams, depending on the rank of the scientific attaché. In addition to these main allowances, scientific attachés will benefit from special additional allowances as specified by the applicable regulatory texts.

Moreover, the new system specifies that these allowances cannot be combined with other compensation of the same type, particularly those established under Decree No. 2.04.761.

Integration of Medical Assistants into the New System

Under this system, medical assistants and distinguished medical assistants (both permanent and trainee) who are performing their duties on the date this decree comes into effect will be integrated into the categories of first-degree scientific attachés and distinguished scientific attachés, with their rank and seniority preserved. Their previous service will be considered as if performed in the new rank into which they have been integrated.

Through this system, the Ministry of Health and Social Protection hopes to improve the working conditions of scientific attachés and motivate them to contribute more in the fields of research and mentoring, benefiting the healthcare sector as a whole.
