The extraordinary session of the Moulay Yacoub Municipal Council, held to discuss the 2025 municipal budget, was unexpectedly postponed on December 25, 2024, due to a lack of quorum. Only 8 council members were present, preventing the session from proceeding according to the second paragraph of Article 37 of Organic Law No. 113.14 related to local authorities.
The session resumed the following day, December 26, but heated discussions ensued when a controversial issue was raised regarding the removal of the “allocation for lawsuits” from the budget proposal. This item had been included in previous years’ budgets but its removal this time sparked significant dissatisfaction among members.
In an exclusive statement to Fes News, Mr. Youssef Baba, the first vice-president of the Moulay Yacoub Municipal Council, described this change as a “real blockade” to the budget and an obstacle to the implementation of several crucial projects for the municipality. He explained that this item had been included in the budget for years, and its removal this year, despite a circular from the Ministry of the Interior stressing the importance of allocating funds for local authorities’ legal actions, was an unjustified move.
This decision reflects a deep crisis in consensus within the council, as members failed to reach agreement on whether the lawsuit allocation should remain. This disagreement threatens the execution of vital projects dependent on municipal action. Mr. Baba emphasized that this decision posed a significant hurdle to the council’s work, especially since legal disputes are an inherent part of local government activities that cannot be overlooked.
In addition to the budget deadlock, the situation of the Moulay Yacoub Hammam was also a major topic of discussion during the session, particularly its illegal closure. Mr. Baba addressed the significant damage caused to the facilities, noting that the council had requested an expert evaluation to assess the extent of the damage. He also mentioned that December 26 was the last day to terminate the contract with the company, which has consistently sought government support.
In closing, Mr. Baba expressed his deep frustration, saying: “Allahumma Inna Hadha Munkar” (“Oh God, this is an injustice”), referring to the difficult situation the municipal council faces due to repeated postponements and the consequent delays in developmental projects in the region.
