Fès – La région de Fès-Meknès connaît une intensification des mouvements de protestation des avocats, les barreaux de Fès, Meknès et Taza ayant rejoint le programme de mobilisation lancé par l’Association des Barreaux du Maroc, afin de dénoncer les dispositions du projet de loi n° 66.23 relatif à l’organisation de la profession d’avocat et de réclamer la réouverture du dialogue pour préserver l’indépendance de la profession et ses acquis.

Fès : appel à une forte mobilisation

Le Barreau de Fès a appelé l’ensemble des avocates et avocats à participer massivement au programme national de protestation et aux différentes formes de mobilisation prévues, dans le but de défendre l’indépendance de la profession et les garanties liées à l’exercice de la défense, conformément à la décision de l’Association des Barreaux d’étendre les actions à l’ensemble des barreaux régionaux et locaux.

Meknès : suspension des services et rassemblements

De son côté, le Barreau de Meknès a annoncé la poursuite de son mouvement de protestation, confirmant le maintien de la suspension totale des prestations professionnelles jusqu’à nouvel ordre, tout en participant aux rassemblements prévus afin de réaffirmer son rejet du projet de loi et son attachement à l’indépendance de la profession.

Taza : importante mobilisation devant la Cour d’appel

À Taza, le Barreau a organisé un important rassemblement de protestation dans l’enceinte de la Cour d’appel, réunissant de nombreux avocats vêtus de leur robe professionnelle, dans une démonstration d’unité de la profession. Les participants ont exprimé leur opposition au projet de loi et réaffirmé leur attachement à l’indépendance de la profession. Le Barreau a également annoncé l’organisation d’une manifestation similaire devant le tribunal de première instance de Guercif.

Les raisons de la contestation

Selon les barreaux, leur mouvement de protestation s’explique par ce qu’ils considèrent comme un recul des garanties fondamentales de la profession dans le projet de loi n° 66.23. Ils estiment que certaines dispositions portent atteinte à l’indépendance de la profession et à son autonomie de gestion.

Ils contestent notamment plusieurs réformes proposées, parmi lesquelles l’instauration d’un concours d’accès à la profession, l’abaissement de la limite d’âge des candidats, le relèvement du niveau académique requis, la création d’un institut de formation, ainsi que certaines dispositions relatives à l’exercice des avocats étrangers et à la gouvernance de la profession.

L’Association estime que ces modifications n’ont pas fait l’objet du consensus nécessaire et réclame la reprise d’un dialogue professionnel et institutionnel avant l’entrée en vigueur du texte.

Ces mobilisations s’inscrivent dans le cadre d’un mouvement national lancé après l’adoption parlementaire du projet de loi. Elles comprennent des manifestations régionales et locales ainsi que d’autres formes d’action, dans l’attente de la décision de la Cour constitutionnelle, tout en réaffirmant que les barreaux continueront à défendre l’indépendance de la profession comme l’un des piliers essentiels du système judiciaire.

Fès: Call for broad participation

The Fès Bar Association urged all lawyers to participate actively in the nationwide protest program and the planned demonstrations, stressing that the movement aims to defend the independence of the legal profession and the guarantees associated with the right of defense, in line with the association’s decision to extend protests to regional and local bar associations.

Meknès: Suspension of professional services

The Meknès Bar Association announced that it would continue its protest movement by maintaining a comprehensive suspension of professional services until further notice, while taking part in scheduled demonstrations to express its rejection of the draft law and reaffirm its commitment to protecting the profession’s independence.

Taza: Large demonstration at the Court of Appeal

In Taza, the local Bar Association organized a large protest inside the Court of Appeal, where lawyers gathered wearing their official robes in a display of professional unity. Participants reaffirmed their opposition to the draft law and announced a similar protest at the Court of First Instance in Guercif as part of the broader regional mobilization.

Why are lawyers protesting?

According to the bar associations, the protests stem from what they consider a weakening of key guarantees protecting the legal profession under Draft Law No. 66.23. They argue that several provisions undermine the independence of lawyers and the profession’s self-governing structure.

Among the most controversial measures are the introduction of a competitive entrance examination for the profession, lowering the maximum age for applicants, raising academic qualification requirements, establishing a dedicated training institute, and introducing new rules governing foreign lawyers and the administration of the profession.

The Association of Moroccan Bar Associations maintains that these reforms were adopted without sufficient professional consensus and is calling for renewed institutional dialogue before the law enters into force.

The protests form part of a nationwide campaign launched following Parliament’s approval of the draft law. The campaign includes regional demonstrations, local protests, and other forms of collective action while awaiting the Constitutional Court’s review of the legislation, with lawyers reaffirming that they will continue defending the independence of the legal profession as one of the fundamental pillars of the justice system.
