Rabat – Morocco’s Ambassador to the European Union and the North Atlantic Treaty Organization, Ahmed Réda Chami, called for an “open, frank and calm” dialogue between Morocco and the European Union, following the European Parliament’s adoption on Thursday, September 17, of a resolution concerning the events that took place in Ceuta at the end of last July.
Chami told the Maghreb Arab Press Agency that dialogue remains the most appropriate path to address common challenges, make use of available opportunities and build a future based on cooperation, stressing that managing the migration issue requires practical daily commitment, continuous dialogue and the search for common and sustainable solutions.
The Moroccan official’s remarks came after the European Parliament voted on a resolution concerning the situation in Ceuta, which received 339 votes in favor, 225 votes against and 16 abstentions.
Chami indicated that, in his view, the resolution did not contain any condemnation of or criticism directed at Morocco, and also considered that a number of amendments he described as hostile to Morocco were not adopted during the voting process.
However, the text adopted by the European Parliament calls for strengthening the protection of the European Union’s external borders in Ceuta and intensifying cooperation between Spain and Morocco on the return and readmission of migrants who have no right to remain, while also reaffirming Parliament’s principle of respecting the territorial integrity of member states.
The resolution also calls for linking certain aspects of European cooperation and funding to the effectiveness of cooperation in the areas of border management, combating migrant smuggling and human trafficking, as well as identifying and readmitting individuals.
Chami warned against the circulation of what he described as communication and propaganda campaigns attributing provisions or positions to the European resolution that are not contained in it, while emphasizing the importance of continuing dialogue between Morocco and the European Union on migration management and the challenges associated with it.
The European Parliament had discussed, during its session held in Strasbourg, the repercussions of the events that took place in Ceuta at the end of July, before voting on the resolution on September 17.

Rabat – L’ambassadeur du Maroc auprès de l’Union européenne et de l’Organisation du traité de l’Atlantique Nord, Ahmed Réda Chami, a appelé à l’adoption d’un dialogue « ouvert, franc et serein » entre le Maroc et l’Union européenne, après l’adoption par le Parlement européen, jeudi 17 septembre, d’une résolution concernant les événements survenus à Ceuta à la fin du mois de juillet dernier.
Chami a déclaré à l’Agence Maghreb Arabe Presse que le dialogue demeure la voie la plus appropriée pour relever les défis communs, tirer parti des opportunités disponibles et construire un avenir fondé sur la coopération, soulignant que la gestion du dossier migratoire nécessite un engagement pratique quotidien, un dialogue continu et la recherche de solutions communes et durables.
Les déclarations du responsable marocain sont intervenues après le vote du Parlement européen sur une résolution concernant la situation à Ceuta, qui a recueilli 339 voix pour, 225 voix contre et 16 abstentions.
Chami a indiqué que la résolution, de son point de vue, ne comportait ni condamnation ni mise en cause du Maroc, estimant également qu’un certain nombre d’amendements qu’il a qualifiés d’hostiles au Maroc n’ont pas été adoptés au cours du processus de vote.
En revanche, le texte adopté par le Parlement européen appelle à renforcer la protection des frontières extérieures de l’Union européenne à Ceuta et à intensifier la coopération entre l’Espagne et le Maroc en matière de retour et de réadmission des migrants qui n’ont pas le droit de rester, en plus de réaffirmer le principe du respect de l’intégrité territoriale des États membres.
La résolution appelle également à lier certains aspects de la coopération et du financement européens à l’efficacité de la coopération dans les domaines de la gestion des frontières, de la lutte contre le trafic de migrants et la traite des êtres humains, ainsi que de l’identification et de la réadmission des personnes.
Chami a mis en garde contre la circulation de ce qu’il a décrit comme des campagnes de communication et de propagande attribuant à la résolution européenne des dispositions ou des positions qui n’y figurent pas, soulignant en parallèle l’importance de poursuivre le dialogue entre le Maroc et l’Union européenne sur la gestion du dossier migratoire et les défis qui y sont liés.
Le Parlement européen avait discuté, lors de sa session tenue à Strasbourg, des répercussions des événements survenus à Ceuta à la fin du mois de juillet, avant de voter sur la résolution le 17 septembre courant.
