According to informed sources, the Ministry has requested copies of all major agreements to be submitted to its specialized departments for review and improvement. This move comes in response to repeated concerns over unclear funding sources and weak legal obligations binding the signatory parties.
Regional administrative investigations revealed that several local councils were involved in signing thousands of agreements, many of which were never implemented due to structural flaws such as lack of financing, weak leadership, and the absence of monitoring and evaluation mechanisms. The ambiguous legal framework has further complicated efforts to meet declared commitments.
The investigations also pointed to haphazard practices in drafting these agreements, often carried out by elected officials or staff lacking the necessary qualifications. Many agreements were simply copied from previous templates, without regard to local specificities or the legal distinctions between partnership, cooperation, and delegated management.
